Muir dismayed Holywood Library to suffer savage cuts

I urge Libraries NI to rethink their plans to cutHolywood Library Opening Hours from 53.5 hours to 40 hours per week and the Opening Hours at Bangor's Carnegie Library cut from from 65 to 57 hours per week.

LibrariesNI recently announced that following receipt of additional funding ‘opening hoursdo not need to be reduced to the same levels as originally proposed’ and issuedtheir final decisions concerning future opening hours for all Libraries acrossNorthern Ireland.

I am astounded to learn that despite receiving an extra£2.39million the Libraries Authority still plan to savagely cut Holywoodopening hours whilst other libraries will have their hours increased! CuttingHolywood Library opening hours from 53.5 to 40 is a significant reduction withonly one other library in Northern Ireland targeted for such a massivecutback. Cutting Bangor's Opening Hours from 65 to 57 is also of concern.

Holywood Library is a vital community resource and recently receiveda refurbishment costing £169,970 during 2010/11 intended by Libraries NI to ‘broadenits appeal to the local community’. Imposing such drastic cuts after investingsignificant sums to encourage greater uptake seems illogical and could resultin the final chapter for Holywood Library.”

I have written to Libraries NI urging them to re-think their plans andI sincerely hope this situation isn’t a closed book and that NI Libraries areprepared to turn over a new page and consider a more equitable situation forHolywood Library.

Dominic Hannigan TDvisited Holywood this week and took the opportunity to meet a range ofcommunity groups at Redburn Community Centre.

Deputy Hannigan was visiting theTown in his role as Chairperson of Oireachtas Joint Committee on theImplementation of the Good Friday Agreement and was briefed by those present onHolywood’s efforts to build a shared, attractive and prosperous future.

I organised the visit and was delighted towelcome Dominic to Holywood after previously inviting him to come to the townand meet with people to find out more about the work being undertaken totransform Holywood towards a new shared future.

Commenting on his visit,Deputy Hannigan said "It is excellent to speak to local community groupswho, having adopted a co-ordinated approach, have ensured that their local areabenefits to the greatest extent in a climate in which funding is often scarce. It is important that community groups sharetheir experiences with similar groups around the country.

I'd like to thankCouncillor Muir for organizing what was an extremely insightful meeting, andI'm sure that by working together we can ensure similar groups across thecountry receive the necessary support and recognition in conducting their greatwork."

The meeting was extremely useful with a comprehensive discussiontouching upon a range of issues such as forthcoming Centenary Commemorations.We are extremely grateful for the opportunity provided by Deputy Hannigan andlook forward to developing a productive relationship with Dominic and theOireachtas.

Muir welcomes progress to protect war memorials

I recently raised concerns that war memorials could bestolen at North Down Borough Council and am satisfied to report thatcomprehensive action has been taken.

Council now has arecord of every inscription and all our main war memorials have beenphotographed.

Funding will also besought from the War Memorials Trust* to mark each war memorial with Smartwaterin order to give each memorial a forensic signature which cannot be removed.

Funding is being soughtfrom a scheme set-up by the Trust to mark 100th Anniversary of the First WorldWar in 2014 which will ensure greater protection of war memorials across theUK.

Since these actions relate purely to Council owned or maintainedmemorials I would encourage any other bodies with war memorials (such as, forexample, Churches) to apply for funding from the Trust’s Memoriam 2014 projectwhich allows for memorials to be protected free of charge. *pending ratification by full Council at end of this month

Thisweek we remember Martin Luther King Jnr on Monday 16 January 2012 and next week the Holocaust on Friday 27 January 2012.Martin Luther King Day and Holocaust Memorial Day are important opportunitiesto stop, reflect and reaffirm our commitment to building a shared society basedupon respect and non violence.

MartinLuther King has long been my personal hero and once remarked “I have a dreamthat my four little children will one day live in a nation where they will notbe judged by the color of their skin but by the content of their character.”This unfortunately still remains a dream in some cases with a Dutch man and hisNigerian wife and son living in East Belfast again subjected to racist attackslast weekend.

Reflectingupon the inactivity of some following the Nazi rise to power Pastor MartinNiemöller remarked “First they came for the communists, and I didn't speak outbecause I wasn't a communist. Then they came for the trade unionists, and Ididn't speak out because I wasn't a trade unionist. Then they came for theJews, and I didn't speak out because I wasn't a Jew. Then they came for theCatholics, and I didn't speak out because I was Protestant. Then they came forme and there was no one left to speak out for me”

Nearly67 years after the liberation of Auschwitz-Birkenau it remains vitallyimportant to both speak out and act to eliminate intolerance, discriminationand hatred by building a society across Northern Ireland and beyond based uponrespect for diversity.

Gay people should be accepted not excluded and stigmatised

We recently learned that Reparative Therapy events will again be delivered by the Core Issues Trusttowards the end of this month, this time at Orangefield Presbyterian Church.

Whilst I still believethat everyone is entitled to the same Human Rights including people from allfaiths and none (such as, for example, the right to freedom of thought,conscience and religion), I am very disappointed that these events will againtake place.

Reparative Therapy seeksto change a persons Sexual Orientation from gay to straight and has beencondemned as wrong and unnecessary by a wide range of respected organisationssuch as the UK Council for Psychotherapy.

In an era when peopleacross Northern Ireland increasingly wish to live in a Shared Society basedupon respect I find it extremely disturbing that some feel it necessary to holdsuch events where gay people are disgracefully described and stigmatised as lepers

Rather than focusing onthe reasons why people are gay and seeking to change their Sexual Orientationthose involved with these events should realise that diversity is strength nota weakness.

Being gay is good and not something people should seek to 'change'or be ashamed of. We are all different. Gay people should be accepted andembraced without qualification rather than excluded and stigmatised.

North Down Alliance last weekwelcomed Lord Alderdice as Guest Speaker at their AGM held in the Good TemplarHall, Hamilton Road, Bangor on Thursday 5 January 2012.

New office bearers werealso elected with Adam Harbinson re-elected as Chairperson and Claire Johnstonjoining as Vice Chair.

Lord Alderdice’s speech touched uponhis time in politics, experience of being part of a party of Government inWestminster and life in the House of Lords and left members in an upbeat mood.

Commenting after the event,Chairperson Adam Harbinson remarked “After previously serving as Leader of theAlliance Party, Speaker of Northern Ireland Assembly and Member of theIndependent Monitoring Commission, Lord Alderdice was able to provide memberswith a thought provoking speech. Members particularly appreciated his positiveoutlook concerning the future ahead for the Alliance Party based upon a strongtrack record of building Community Relations during difficult times”.

At the AGM the Association lookedback on the positive progress made during 2011 with Dr Stephen Farry elected asMLA and subsequently as Minister for Employment of Learning.

Whilst the Association weredisappointed that Anne Wilson narrowly missed out on election to the Assemblyelection of a strong team to North Down Borough Council was warmly welcomedwith Anne Wilson, Tony Hill, Andrew Muir, Larry Thompson, Christine Bower andMichael Bower all elected as Councillors.

A new Committee to lead North DownAlliance during 2012 was elected at the AGM and includes Jean Green asPresident, Susan O’Brien as Vice President, Adam Harbinson as Chairperson,Claire Johnston as Vice Chair, Michael Watts as Secretary, Chris Mackey asTreasuer, Bryan Ardhill as Membership Officer and Rodney Neill as MediaOfficer.

Concluding, Chairperson AdamHarbinson remarked “Plans are now being made for an exciting programme ofevents during 2012 to include new and innovative fundraising and engagementevents to raise funds for the party and our profile locally in communitiesacross the constituency”.

Commentingon tonight’s fire at Villa Toscana restaurant, Bangor, North Down AllianceCouncillor Andrew Muir remarked;

“I am very concerned that such a serious blazeoccurred in Bangor tonight destroying commercial premises at Toscana RetailPark, Bangor. Thankfully the Fire Service were able to tackle and extinguishthe blaze very quickly without any loss of life. Anyone with any informationconcerning the incident should contact the Police without delay in order tohelp the Police and Fire Service to identify the cause.”

Continuing,Cllr Muir remarked “With the restaurant closed for a significant period of timeand both Clandeboye Retail Park and Toscana Retail Park placed intoreceivership by Anglo Irish Bank last year I have long been concerned about thestate of the Villa Toscana building. After previously contacting the policeconcerning ease of access available to the building I was glad to see thebuilding partially secured but with no occupier anyone intent on gaining accesscould almost certainly enter the old disused restaurant”.

Concluding,Cllr Muir stated “Whilst the cause of tonight’s fire hasn’t yet beenestablished the need to secure and protect disused buildings remains paramountduring these tough economic times when more premises remain unsold andunoccupied”.

Muir urges Education Minister to rectify contradictory and hypocritical stance concerning new Holywood Schools project

I am disappointed that thenew Holywood Schools project remains stalled and am urging the EducationMinister to rectify his contradictory and hypocritical stance after supportingthe building of new Schools in Omagh.

People across Holywood and beyond recentlyreceived disappointing news that the Education Board plans to pursue its planto close Redburn Primary School. I condemn without hesitation this decision byunelected Education Board Commissioners to proceed regardless of public opinionand close this valuable Primary School whilst the new Holywood Schools projectremains live and ready to proceed once monies become available.

Conscious that monies may soon become available as a resultof the change of circumstances concerning the A5 route upgrade project Irecently wrote to the Education Minister encouraging him to bid for the newmonies available to fund the new Holywood Schools Project and hopefully removethe threat of closure from Redburn Primary School.

Inresponse I received disappointing news from the Minister outlining that;

“in any area, potential projects, such asthat for the Holywood multi-schools project, will be critically assessed aspart of the area based planning process”.

Withwork only recently started on drawing up this new area based planning processMinister O’Dowd’s response effectively means that new Schools project has yetagain been stalled.

The need for the Holywood new schools project has alreadybeen clearly established with, for example, Priory Integrated Collegeoversubscribed but having to remain in substandard premises which urgently needreplaced. Planning Permission has already been obtained and, as far as I amaware, all we need is the funding to proceed.

Iam therefore extremely disappointed that the Education Minister is adoptingwhat seems to be a contradictory and hypocritical approach, supporting the planfor new school buildings and a shared campus in Omagh whilst unnecessarilydelaying the new Holywood Schools project whilst yet another review isundertaken. People are fed up with excuses and delays. The Education Ministerneeds to intervene and give us the green light to proceed

Muir encourages people to consider new Essential Skills Course at SERC Holywood

I am urging people to consider new Literacyand Numeracy courses which will commence at SERC Holywood Further EducationCampus from Tuesday 17 January 2012.

Whilst the Loughview Ward in Holywoodcontinues to generate many fantastic leaders such as golfing legend RoryMcIlroy I recently received statistics which detail that 64.5% of people livingin the Loughview Ward, Holywood have ‘No or low levels of qualifications'

Afterbecoming aware of this fact I lobbied South Eastern Regional College to expandthe range of courses available locally in order to ensure local people caneasily increase their skills if so desired. In response SERC now intend todeliver Essential Skills courses at their Holywood Campus which is located onthe Old Holywood Road near Redburn and Loughview Estates.

Numeracy classes will commence onTuesday 17 January 2012 from 6.30pm to 9.30pm with Literacy classes thencommencing on Friday 20 January 2012 from 9.30am to 12.30pm. Anyone wishing toenrol should simply turn up on the evening or morning of the class whilst moredetails can be obtained from Annett Dixon Tel 028 9127 6600 or mobilenumber 07920756347 or by email to adixon@serc.ac.uk Classes are free forpeople who do not have a GCSE qualification in one of these areas to bestudied.

Royal recognition ofhis sporting achievements is fantastic news both for Rory and Holywood.

WhilstI am confident Rory McIlroy will have yet more successes on golf courses acrossthe globe news news that he will receive a MBE must surely be a very proud moment for Holywood’spremier sportsman.

Gay rights champion Jeff Dudgeon awarded MBE

News that Jeff Dudgeon has been awarded an MBE in the Queen’s New Year HonoursList for services to Lesbian, Gay, Bisexual and Transgender Community inNorthern Ireland is extremely positive, significant and symbolic.

I feel a great sense of joy that Jeff willsoon become a Member of the Most Excellent Order of the British Empire (MBE). Whilstlong overdue it’s a perfect end to 2011. Jeff will now be honoured by the stateafter previously facing criminalisation simply due to his sexual orientation.

Jeff courageously and successfully brought acase to European Court of Human Rights in 1981 and achieved decriminalisationof male homosexuality in Northern Ireland. Until the UK Government changed thelaw in 1982 (following Jeff’s successful case) gay men in Northern Irelandfaced arrest, prosecution and imprisonment.

Jeff was personally subject to the discriminatory law which outlawedmale homosexuality when his home was raided at dawn in the 1970s. He was takeninto custody for questioning and all his papers and letters were seized. Theauthorities were so intent on prosecuting that the Director of PublicProsecutions, in early 1977, carefully made detailed preparations – twenty-twosets of charge papers were prepared and sent to the Police for alleged actswhich could not be prosecuted in England & Wales and would not beprosecuted in Scotland.

It was only the highly-unusual move by the Attorney General in London ofvetoing the idea that these prosecutions did not take place.

Following his successful court case Jeff hascontinued to diligently work for the Lesbian, Gay, Bisexual and Trans communityon a wide range of issues. He remained involved with many organisations such asNorthern Ireland Gay Rights Association and Cara Friend and has campaigned onissues such as, for example, equalisation of the Age of Consent and liaison withthe Police concerning treatment of LGBT people.

Jeff is also an accomplished author withspecialised interest in Roger Casement and remains involved in local politicshaving previously worked for Robert McCartney QC MP.

Jeff often speaks about his case at eventsacross the globe with the ground breaking case law set by Jeff in Dudgeon v UK sincecited in other cases and jurisdictions including Lawrence v. Texas in the SupremeCourt of the United States of America.

This honour finally demonstrates recognitionby the state of the positive contribution Jeff has made which now allows peopleto live in a more equal society where diversity is increasingly viewed as a strength ratherthan a weakness or, even worse, criminalised.

Muir welcomes imaginative approach on confiscated counterfeit goods

I welcome the approach adopted by the TradingStandards service in Northern Ireland to donate counterfeit goods to charityfor redistribution to homeless and vulnerable people.

I recently sent an inquisitive query to Trading Standardsseeking to ascertain what they do with all the fake and illegitimate goods theyregularly confiscate. In response I was delighted to learn that a scheme is nowin place where counterfeit goods such as clothing, footwear, food and nappiesare given to charities via a designated organisation.

With counterfeit goods seemingly increasing and one market inEngland recently closed because more fake goods were being sold than legitimateproducts I welcome this imaginative approach which ensures those in needbenefit from the goods rather than those who produce the dodgy items.

Otherpublic bodies who are in possession of confiscated goods and unclaimed lostproperty should explore similar opportunities to ensure that those in needbenefit from the goods especially during the Christmas season of goodwill, whenwe should be focused on helping people pushed to the margins of society.

Alliance Councillors working to save historic Cultra Rail Station House

My fellow Holywood AllianceCouncillor Larry Thompson and I have been campaigning to save CultraStation House. Contact has been made with the Minister for the Environment anda meeting held with top officials to work out a way to save the building. The StationHouse is located at Cultra Railway Halt and close to the entrance to the UlsterFolk and Transport Museum.

Commenting on the issue,Cllr Thompson stated: “Cultra Station House was designed by renowned architectCharles Lanyon, built in circa 1863 and was listed in 2007 when threated withdemolition. This unique building has long been on the Built Heritage at RiskRegister and is now in a very bad state of repair with the exterior covered ingraffiti, doors and windows broken and the roof partially exposed. Previousplans submitted by the site owner to refurbish the building never materialised.As a consequence of the general economic downturn the building now faces a veryuncertain future with ownership recently transferred to NAMA who have since putthe building up for sale on the open market seeking circa £450k.”

Detailing action takento date, I remarked: “After becoming aware of the recent developments Icontacted Government Ministers responsible for Culture, Tourism and BuiltHeritage and have received a collective response from Environment Minister AlexAttwood MLA acknowledging the building’s current condition and futurepotential. Minister Attwood set out his hopes to “achieve a sustainable futurefor this building” and helped arrange a meeting with top officials atorganisations such as the Environment Agency, Tourist Board and the Ulster Folkand Transport Museum. This meeting was very successful and the campaign is nowcontinuing apace with significant input from Ulster Architectural HeritageTrust and Holywood Conservation Group.”

Concluding, CllrThompson stated: “Cultra Station House could play a valuable part of the UlsterFolk and Transport Museum if acquired by Government and suitably restored.Visitors to the Museum arriving by train would be greeted with a fantasticexample of historic Northern Ireland rather than a building being allowed tofall into a terrible state of disrepair.

“I am glad that effortsare being made to secure funding and a better future for this building. Thetime for action is now to ensure that the tourist and economic potential ofthis amazing building is preserved forever. A group of local residents andrepresentatives from Ulster Architectural Heritage Trust and HolywoodConservation Group have met over the last two months to start a campaign tosave the Station House.”

Muir welcomes £3.6m investment to stop pollution at Kinnegar lagoons, Holywood

I welcome news that NI Water have formally approved the Business Caseauthorising investment of £3.6million to address the on-going Kinnegar sewagepollution problem which has caused odours for years.

I have been campaigningfor action to plug the sewage problem since early 2010 when I exposed the fullextent of the problem and secured commitment by NI Water to spend £100,000 toidentify the cause and then £3million investment to fix the problem.

Whilst sewage pollution has occurred for far too long at the KinnegarLagoons I am glad that progress to implement a solution is occurring aftersustained lobbying by myself. This £3.6m initiative will hopefully eliminatethe on-going smells which have made some nearby residents and workers nauseousand are often commented upon by people travelling past the location by car ortrain.

Apartfrom the serious consequences experienced by nearby residents and workers thescenic Kinnegar lagoons are home to a wide range of wildlife includingGreat-crested Grebe, Shelduck, Swans, Oystercatchers, Gulls, Terns and SmallWaders. Work to stop the pollution and return the lagoons to their originalstate is long overdue.

NI Water nowinform me that the next step will be to “run a tender competition to appoint aconsultant to design and supervise construction” followed by an “environmentalstudy to accompany formal planning application."

Work is due tocommence next year and will hopefully be completed by August 2013.

Whilst I am frustrated at the long time scalesI recognise the difficulties in terms of the site and welcome news thatprogress is finally occurring. I will however keep a close eye on progress toensure NI Water finally eliminate this pollution problem. I will also lobby theDepartment for Regional Development regarding the scheme.

Muir pleased that North Down Council supports shared schooling

I welcome the decision by North Down Borough Councilto support my motion expressing support for shared schooling.

Council ratified itsdecision to endorse my motion at its meeting on Tuesday 22 November2011. The motion stated: “That this Council calls upon the Northern IrelandAssembly and Executive to urgently deliver an education system fit for the 21stcentury by developing more shared educational opportunities, where childrenlearn and play together.”

We currentlyhave 85,000 spare places within our school system across Northern Ireland whichstill, unfortunately, remains largely segregated. We have an excellentopportunity to reshape our education system towards a new shared and moreefficient future.

I am extremely pleased that North Down Council endorsed mymotion. Whilst DUP support for my motion and shared education is to be welcomedthe opposition expressed by some in the Ulster Unionist Party is regrettable.

The Alliance Party has consistently supported shared and integratededucation. North Down has plenty of examples of shared schooling which weshould showcase and publicise whilst also examining the many opportunities thatstill remain for more collaboration and sharing.

By passing thismotion North Down Council has sent a clear message that we prefer collaborationto closure. This a very positive move and is great news for North Down

Alliance Councillors urge investment in Holywood schools

My Council colleague Larry Thompson and I have called upon the Department ofEducation to fund the new school building projects within Holywood. We have made the call following news that monies havebecome free as a result of recent developments such as recent developmentregarding the A5 road upgrade and news that the Education Minister has found anextra £40m.

Cllr Thompson stated:“Whilst some new school build projects are not ready to proceed, the newschools initiative in Holywood has received all the necessary approvals andjust needs the commitment and cash to proceed. Priory Integrated College urgently needs a new building to replace theircurrent crumbling structure.

“Holywood and RedburnPrimaries are desperately seeking a new site where they can collaboratetogether. Holywood Nursery has been waiting far too long to move across theroad to a new home where Holywood Primary currently resides.”

The need for this type of investment has already been clearlyestablished with, for example, Priory Integrated College oversubscribed buthaving to remain in substandard premises which urgently need replaced. Iffunded and given the green light, this scheme will allow Holywood to showcasethe Education Minister’s own aspirations and allow young people across Holywoodand beyond to enjoy top class teaching facilities equipping them for thefuture.

I have written to theEducation Minister John O’Dowd MLA seeking funding and await his reply. We havewaited far too long for the investment, the time has now arrived for theeducation authorities to deliver.

Cyclists celebrate successful Yuletide Mince Pie Cycle Ride

Cyclists from across North Down enjoyed a leisurely cycle ridefrom Bangor to Holywood and then the RSPB Bird Reserve at AirportRoad, Belfast as part of the Bicycle friendly Borough campaign on Sunday 20November with campaigners hailing the event as an overwhelming success.

Supported by Sustrans and Friends of the Earth the ride was designed toraise awareness of the need to fully upgrade the North Down Coastal Path toaccommodate cyclists and pedestrians.

Commenting on the event, Mary Lappin from the Bicyclefriendly Borough campaign remarked “Over sixty people participated in ourYuletide Seaside Birdhide Mince Pie Bikeride cycling along the NorthDown Coastal Path from McKee Clock to Holywood and then the Bird Reserve.We were particularly grateful for the MLAs and Councillors who joined us including John Barry and Andrew Muir plus the Mayor of North Down Cllr James McKerrow who gave his best wishesbefore we set off.

The ride successfully helped us to highlight the need to upgradethe remaining sections of the Coastal Path whilst also demonstrating the valueof investment made by North Down Borough Council and other agencies.”

Continuing, Mary stated “Cyclists found the newly upgraded sectionat Rockport very useful and were able to make their way to Airport Road via thenewly opened gate facilitating cyclists and pedestrians between Kinnegarand the Harbour Estate.

More work is however required to create a Greenwaybetween Bangor and Belfast allowing pedestrians and cyclists alike to maketheir journey on a safe traffic free route. We therefore intend to request ameeting with Senior Officers at North Down Borough Council to find out moreabout their plans to upgrade the remaining sections”.

I greatlyenjoyed the Mulled Wine and Mince Pies kindly provided on arrival at the BirdHide by Bikeworks Cycle Shop, Bangor and will continue to support thisimportant campaign in the future. We urgently need to upgrade our cyclinginfrastructure to make it easier and safer for cyclists to travel from A to B.

Muir comments on Redburn Primary School closure decision delay

I welcome the decision by SEELB to defer their decision to issueproposals to close Redburn Primary School.

I understand South Eastern Education and Library Board Commissionersmet last week to consider whether to issue proposals in the form of aDevelopment Plan to close the school but decided to defer any decision untiltheir next meeting. I have called upon North Down Borough Council to takeappropriate actions to protect war memorials across the Borough following areports of thefts in other parts of the UK.

Following recent reports from other parts of theUK that metal plaques on war memorials have been stolen to be sold, I haverequested that Council officers bring back a report on all possible steps whichcan be taken to safeguard our war memorials.

Plaques bearing the names of thosewho made the ultimate sacrifice during past wars need to be securely marked sothey can be easily traced if stolen, and photographed to allow replicas to bereproduced without delay.

I find it disgusting and abhorrent that anyone would even considerdoing something like this. I am appalled at the lack of respect displayed bysome people for those who lost their lives, and I cannot understand how someindividuals do not appreciation that the freedom they enjoy today is because ofthe sacrifices made by those named on the plaques.

Hopefully North Down willnot be visited by such criminals but if we are, we must be prepared.

Muir condemns plans to close Holywood Police station

I condemn outright plans to close HolywoodPolice Station and urge the Chief Constable to remove Holywood from the listof stations which will be axed.

It is understood that a Policing Boardsubcommittee was presented with a list of 35 stations ear marked for closure on at the end of last week by the Police Service of NI and included on this listwas Holywood Police Station.

Holywood Police Station is an important part ofour community providing a base for local police officers. With the recent spikein burglaries I am astounded that the Police are considering removing thislocal station.

We need local officers based nearby not miles away in Bangor orfurther afield. If plans proceed I fear that patrols will become a rare sighton Holywood streets and response times ridiculous.

People who need to visit apolice station in person will also have to travel to Bangor to conduct simpletasks such as presentation of a Driving Licence.

A sense of betrayal can be felt in Holywood after HolywoodPolice Station Enquiry Office Opening Hours were cut a few years ago. Peopleare angry that the Police are now sharpening the axe and hoping to close thestation in its entirety.

I do however welcome news that the Policing Board havedeferred the issue until their next full meeting in December. A full discussionneeds to take place before the Police start consulting upon their flawed planto close Holywood station

Cyclists plan Mince Pie Cycle Ride to Belfast Lough Bird Reserve

NorthDown Cyclists hope to put the wheels in motion towards an improved Coastal Pathlater this month by embarking upon a Cycle Ride from Bangor and Holywood to theBelfast Lough Bird Reserve at Airport Road, Belfast. Participants will be ableto enjoy free coffee and mince pies upon arrival courtesy of Bikeworks CycleShop.

Organisedby the Bicycle friendly Borough campaign and supported by Sustrans and Friendsof the Earth the cycle ride will depart McKee Clock, Bangor at 10am and CaféNero, Holywood at noon on Sunday 20 November 2011 arriving at the Bird Reserveat approximately 12.30pm.

This is a great opportunity for people toenjoy the beautiful and partially improved North Down Coastal Path cycling withothers towards Belfast and then stopping at the Bird Hide in the Harbour Estatefor mince pies, refreshments and walkabout. We are particularly thankful forthe support provided by Bikeworks. Participants will also help to highlight theneed for further improvements along the path to accommodate pedestrians andcyclists alike such as the need for a new route to replace the steep steps atSeahill.

Participants should however be aware that appropriateclothing should be worn for the time of year with some parts of route having avery rough terrain. Children under 16 should be accompanied by an adult.

Muir welcomes pavement gritting deal

Lastyear The County Down Spectator rightly described efforts by the Council and Roads Serviceto grit Town Centre pavements as ‘too little too late’. Town Centre pavementswere left covered in snow and ice in a treacherous state for far too longwhilst the Council and Roads Service bickered.

I am however glad that the Council and Roads Service have signed an agreement concerning gritting and removal of ice from Town Centre pavements after I continuously raised the issue throughout 2011.

The new agreementwill hopefully provide a framework for action. Whilst it will not be possibleto grit every pavement after every sprinkling of snow it provides a basis for amore co-ordinated approach focused on key areas during extreme and prolongedcold weather when snow and ice make Town Centre’s inaccessible.

I will closelymonitor implementation to ensure lessons are learnt from 2010 and ratepayersreceive a better response from government when temperatures fall and snow turnsto ice.

Muir welcomes Holywood success at Best Kept Town awards

I am delighted after Holywood was awarded Runner Up status in the Medium Town Category at the Northern Ireland Best Kept Town 2011 Awards.

Whilst I am naturally disappointed Holywood didn't win this year achieving Runner Up status against stiff competition is an amazing achievement. I warmly congratulate and thank everyone involved in keeping Holywood tidy and attractive.

Great progress has been achieved during the last year with a number of eye sores gone, areas spruced up, graffiti removed and the scourge of litter tackled on an on-going basis. The challenge ahead is to continue this work and focus on the areas where judges felt improvement was required in order to ensure we win the award next year.

I look forward to working with everyone over the forthcoming months to deliver a tidy town which attracts even more people to live, work or visit. During these tough economic times it's especially important we have a town which attracts investors.

Muir working to stop Redburn Primary School closure

People across Holywood recently received newsthat the South Eastern Education and Library Board (SEELB) are contemplatingclosing Redburn Primary School from 31 August 2012. I am shocked that the Boardare even considering closure after the Education Minister recently reaffirmedcommitments to facilitate the new school building project in Holywood whenresources allow. This scheme would involve new premises for Holywood Nursery,Holywood Primary, Priory Integrated College and Redburn Primary with Redburnand Holywood Primary Schools merging together on one new site.

WhilstI am totally opposed the proposed closure I am keen to ensure that theconsultation isn’t merely a rubber stamping exercise. I have thereforecontacted the Children’s Commissioner requesting that legal action is taken tohalt the closure before the Education Minister completes his overarching reviewconcerning the sustainability of all schools across Northern Ireland.

Istrongly believe that it would be extremely unfair if decisions to closeindividual schools such as Redburn Primary in Holywood and Ballykeigle PrimarySchool in Comber were pursued in isolation. It is simply not credible to basethe proposal to close the school on the previous policy for Sustainable Schoolssince this will soon be out of date and has been randomly and rarely used sinceinception.

Inresponse to my call for assistance to the Children’s Commissioner I have beeninformed by a senior official from the Northern Ireland Commissioner forChildren and Young People that;

“Weare looking at the legal processes pertaining to individual schools and theirinteractions with the Board regarding development proposals to assess whetherwe can take any action. We cannot lobby on behalf of individual schoolsbut we can look at the legal processes around the potential closures. CanI ask that you direct parents of children effected to contact us directly”

Iwould therefore encourage all parents from Redburn Primary to contact theCommissioner via 028 9031 1616 and help stop this flawed plan to close RedburnPrimary School which has been at the heart the local community since it wasopened in 1960.

Thompson welcomes progress to save Stewart's Place, Holywood

Holywood AllianceCouncillor Larry Thompson has welcomed news that a letter of offer has beenissued by the NI Environment Agency for Grant Aid towards essential repairs andredecoration of 1 Stewart’s Place, Holywood with work apparently to begin onsite shortly. 1 Stewart’s Place was built in 1840 and is a listed building inthe Town Centre on a street named after Holywood’s first Post Master.

Commenting on thedevelopment, Cllr Thompson stated “Over the last few years 1 Stewart’s Placehas unfortunately fell into disrepair and is now extremely dilapidated.Emergency repairs effected a few months ago were merely cosmetic leaving thebuilding in a serious state and structural damage now evident.

Whilst I amdisappointed that the building has been allowed to deteriorate so badly newsthat funding has been awarded and work will soon commence to bring the buildingup to a basic standard is to be welcomed. I would like to pay tribute to theHolywood Conservation Group who have worked tirelessly to bring these mattersto the attention of all concerned and to achieve a successful result".

Concluding, CllrThompson remarked “Whilst previous attempts by NIEA to force the site owner torepair the building have failed Grant Aid and news that the building is on themarket for sale will hopefully incentivise the owner to carry out the necessarywork. Facing 1 Stewart’s Place is its sister building 3 Stewart’s Pace whichwas restored in 1993 by Hearth Housing Association. This restored buildingprovides a clear example of how 1 Stewart’s Place could look if fully restored.I will continue to lobby and support Holywood Conservation Group and UAHS asthey campaign for action to restore this historic building which acts as agateway into Holywood”.

Muir comments on plan to dim street lights

Consciousthat Local Authorities in Great Britain have started switching off streetlights at night to save money I was keen to ascertain if the Roads Service alsointend to flick the switch.

I therefore raised a question at a recent Council meeting seeking to ascertain if they plan to copy their counterparts across the water and was informed that no plans exist to flick the switch in Northern Ireland.

Iam glad that street lights will continue to shine at night with smart solutionsto be pursued instead such as dimming the lights at dusk and dawn. Keeping areas well lit at night reduces the risk ofaccidents, helps cut crime and the fear of crime.

Smartsolutions such as dimming lights at dusk and dawn when full beam isn’tnecessary makes sense but leaving neighbourhoods in darkness could result in acrime wave. With burglaries on the rise we need to ensure nothing is done whichmakes it easier for criminals to operate such burglars.

Thompson and Muir delighted iconic Holywood Johnny the Jig statue saved

My fellow Alliance Holywood Councillor Larry Thompson and I are delighted following the recent decision by NI Environment Agency to abandon plans to de-listthe iconic Johnny the Jig statue in Holywood, Co. Down.

Commenting on the development,Cllr Thompson stated “Following extensive lobbying by Cllr Muir and I, HolywoodConservation Group, North Down Borough Council, Historic Buildings Council,Ulster Architectural Heritage Trust and many concerned residents I am delightedthat the NIEA has reconsidered their proposal and abandon plans to delist thestatue. Without this protection the statue may have faced an uncertain futuresimilar to other monuments across Northern Ireland which, over time, haveeither been destroyed or left to rot in storage warehouses.”

Concluding, CllrThompson stated “Johnny the Jig is an iconic statue by Rosamond Praeger, a wellloved and respected local artist, which forms part of Holywood’s identity andwill thankfully remain in place, protected in law. I would like to pay tributeto the Holywood Conservation Group for all their considerable work in helpingto save Johnny the Jig from delisting."

Detailing the reasons toretain the statue as a listed structure, NI Environment Agency have stated: “Wewere persuaded to change our assessment by the level of local interest in thestructure and the obvious significance it has for the people of Holywood andNorth Down”. NIEA previously described the statue as ‘a minor work of art withno special interest’.

When I learned about plans to de-list Johnny the Jig I immediately initiated astrong campaign to Save the Statue securing a meeting with top officials atNIEA and constantly lobbying them to abandon their scandalous plans to remove theprotection afforded via listed status. NIEA’s decision is proof that a vigorouscampaign can deliver results.

Whilst I am also delighted that the statue has been saved I willcontinue to work to save Holywood’s Heritage to ensure the Town remains anextremely attractive place to work, live or visit.

Johnnythe Jig is a bronze figure of a boy playing an accordion and the work of localsculptress Sophia Rosamond Praeger, MBE, HRHA, MA (1867 - 1954). Her delightfulbronze statue of a youngster playing the accordion was cast as a gift to thetown and erected in 1953. It was created to commemorate a local Boy Scout namedFergus Morton who was killed in a road accident while doing ‘Bob a Job’in 1952.

Muir urges library cuts rethink after over £2m spent

I again call upon the Libraries Authority to abandontheir plans to cut Holywood and Bangor Library Opening Hours after discovering that over£2m was spent upgrading Bangor Library and nearly £170,000 was spent last yearrefurbishing Holywood’s Historic library which previously served as SullivanSchool.

Libraries NI recently announced plans to slash libraryopening hours across Northern Ireland. If plans proceed, Holywood Libraryopening hours will be cut from 53.5 to 40 and Bangor from 65 to 57 hours perweek.

I am particularlyconcerned that Holywood Library will have its doors locked shut for an extra13.5 hours per week after discovering via a Freedom of Information Request that£169,970 was spent during 2010/11 on Maintenance and Works intended byLibraries NI to ‘broaden its appeal to the local community’. £28,048 was alsosimilarly spent on Bangor Carnegie Library also during 2010/11 after re-openingin 2008 following a much-needed refurbishment and expansion which cost over£2m.

Both libraries are the lifeblood of local communities. Imposing suchdrastic cuts after investing significant sums to encourage greater uptake seemsillogical and could result in the end of the final chapter for HolywoodLibrary.

Muir calls for gritting arrangements to be sorted

North Down Borough Council and the RoadsService need to sort out arrangements for the gritting of town centre footpathsbefore the winter arrives.

Last year town centre pavements were treacherous andarguments continued concerning who was responsible for gritting them. Towardsthe end of the cold spell grit was spread by North DownBorough Council but this was widely viewed as too little and too late withbusinesses trade badly affected.

Earlier this year I raised the issue and again I am urging theCouncil and Roads Service to come to an arrangement which ensures that towncentre pavements are gritted when snow and ice is experienced. We simply cannotafford to leave businesses inaccessible for days.

I will continue to raise this issue at Council meetings until a satisfactory solution is found.

Time for talks on the past

Tomorrow the Alliance Party will table a motion at the NI Assembly calling for the Secretary of State to convene all party talks to find a way to deal with the legacy of the past. More details can be found at this link.

The Assembly motion follows the recent call by Alliance Deputy Leader Naomi Long MP for the Secretary of State to convene all Party talks to broker agreement on how to deal with the legacy of the past.

The appointment of Mary McArdle as SpecialAdvisor, Martin McGuinness’s Irish Presidential Bid and the recent death ofGusty Spence have yet again highlighted the need to devise an inclusive meansto deal with the past.

Rather than ignoring the past, seeking to re-writehistory or leaving the issue with the Historical Enquiries Team, PoliceOmbudsman and special inquires we need to devise a comprehensive and inclusiveway to address the needs of victims and survivors.

Locally, the Alliance Party in North Down recently held a Talk and Discussion entitled concerning the past with Guest Speaker Lord Eames outlining key issues to be considered.

Alliance will continue to provide leadership on this important issue until an adequate means is found to address the legacy of the past since the Shared Future we all yearn for must be built upon stable foundations.

Muir calls for improvements at Glenlyon Park

Improvements are required at one of Holywood's most scenic parks located within a steep ravine.

Glenlyon Park can be found off the Church Road in Holywood and offers visitors the opportunity to watch wildlife and roam across eleven acres of parkland which incorporates the Twistle Burn River and a picnic area. The park is an ideal venue for short walks only a few minutes' walk from Holywood Town Centre with ample car parking available on site for those who wish to travel from further afield.

This scenic park has, unfortunately, fallen into slight disrepair with some items vandalised whilst rubbish has also accumulated and steps sometimes slippy. Local people have contacted me concerned that the park seems to have been forgotten about whilst another resident has also reported that anti-social behaviour has been taking place in the car park after dusk.

I have raised the anti-social behaviour concerns with local Police who have assured me that the park will receive due attention to address this emerging problem. Anyone who becomes aware of such activity should contact the Police without delay via 0845 600 8000.

I also raised my concerns in relation to the general state of the park at a recent Council Committee meeting with the Director of Amenities and Technical Services and will follow up the matter at the next Environmental and Amenities Committee meeting.

I am passionately committed to creating a clean and green borough with a wide range of leisure opportunities for all. Following success in relation to improvements at Seapark and Redburn Country Park I hope Glenlyon Park will be returned to its former glory as a valuable green wedge within the historic town of Holywood

Muir calls for action to tackle abandoned advertising lorries

A coordinated government response is required to tackle problemconcerning advertising lorries abandoned on bridges across main roads acrossNorthern Ireland.

I have raised the issue as a result of on-going problem with many lorries abandoned onthe Holywood Exchange Flyover on the A2 Bangor to Belfast Road advertising arange of items including Pony Rides, Electrical Goods, Furniture and grasscutting for many days.

Over the last few months I have been liaising with variousgovernment agencies to resolve this matter which has caused a significantnumber of complaints. Many motorists fear that the distractions could cause anaccident and a disabled resident has contacted me unable to travel toSainsbury's via her electric scooter as a result of lorries parked on thepavement.

Unfortunately nobody seems keen totackle the issue with both the Police and Roads Service in dispute concerningwho is responsible and the Planning Service reluctant to act since the vehiclesare not permanent structures.

In the absence of any co-ordinated action by government I and others nowhave to contact each company and plead with them to move their vehicles, withmany trucks returning a few days later often at the weekend when governmentoffices are closed.

I urgently call upon Roads Service, Police and Planning Service to agreea co-ordinated strategy to eliminate this activity before a road accidentoccurs. Disabled people should no longer be denied passage to local shops bycompanies involved in advertising like this.

Muir condemns cut in library opening hours

I am concerned that the cuts could mark the end for some libraries whilst also restricting access to these vital community resources.

Libraries NI recently announced plans to cut the opening hours of many libraries across Northern Ireland. Locally, Holywood Library will suffer drastic cuts with opening Hours slashed from 53.5 hours to 40 hours. Bangor Library will also have its opening hours cut from 65 to 57 hours. Whilst I recognise that Libraries NI need to balance their budget making such cuts at the behest of the Department of Culture, Arts and Leisure could be the death knell of some libraries reducing visitors to an unsustainable level with the next logical step closure.
I am particularly disturbed to learn that Holywood Library will have its doors shut for an extra 13.5 hours after recently being refurbished. This refurbishment involved a complete redesign of the library interior and was intended by Libraries NI to "broaden its appeal to the local community". To then cut its opening hours doesn't make sense alongside the plan to reduce the opening hours of Bangor Library.
Libraries are the lifeblood of local communities helping to create informed, creative and knowledgeable communities. Help save a man from execution

Ina few days a man will be executed. Unless action is taken Troy Davis will bekilled by lethal injection on Wednesday 21 September 2011 at 7pm, US time.

TroyDavis was convicted of murder in 1991 and has been on death row for 20 yearsdespite a raft of evidence highlighting his potential innocence and a strongcampaign supported by Amnesty International calling for a new trial or hearingand clemency.

Killinganother human being is, I believe, fundamentally wrong for many reasonsincluding, most importantly, the reason cited by Martin Luther King Jnr. whoonce said that “The old law of an eye for an eye leaves everybody blind”.

Twodays before Troy is due to be executed Georgia State Board of Pardons and Paroles willhold a clemency hearing. This meeting will take place tomorrow and decide whether his execution shouldproceed or whether his sentence should be commuted.

Hisexecution is therefore not inevitable. Take action now and contact the Board ofPardons and Paroles via www.amnesty.org.ukLet’s cherish and protect human life rather than extinguishing it.

Muir welcomes reprieve for Ballysallagh Reservoir

I welcome news from NI Water that planned sale of Ballysallagh Reservoirs have been put on hold. I have been lobbying NI Water to halt their plans to sell Reservoirs across North Down and beyond and serve on the joint North Down and Ards Council committee to Save Portavo Reservoir near Groomsport. I am also involved in the newly formed Portavo Preservation Group.

Whilst the main focus is currently on Portavo Reservoir which is scheduled for sale during 2012/13 I am keen to ensure that remaining redundant Reservoirs across North Down are not sold to the highest bidder. It is vitally important that these beauty spots and wildlife havens are retained and protected for future generations not lost to private developers who may drain the Reservoirs, or worse.

Whilst not open to the general public for safety and other reasons Ballysallagh Upper and Lower Reservoirs are heavily used by local Anglers via lease between NI Water and Bangor Angling Club. I therefore contacted NI Water and have been reassured by a Senior Official that 'There is no proposal to sell Ballysallagh Reservoir in 2012/13. Any any sale is dependant on the market at the time or, potentially, any future agreement between, for example, the local Council and NI Water’.

I will continue to lobby NI Water and other bodies to seek a more sustainable future for Ballysallagh and other Reservoirs. Our environment needs to be protected and enhanced not sold and destroyed.

Muir details plan to plug Kinnegar sewage pollution problem

I have been reassured by NI Water that plans to plug the sewage pollution problem in Holywood are on track.

After extensive lobbying I was delighted to achieve a commitment last year from NI Water to spend up to £3m to tackle the on-going sewage pollution problem occurring in the Kinnegar lagoons, Holywood after previously spending £100k to identify the source of the problem.

I have continued to lobby NI Water officials and with the malodour especially bad during the Summer months recently convened a meeting with Senior NI Water officials to urge action.

During the meeting I was provided with a detailed briefing concerning preparatory work undertaken. Bore holes have been dug and surveys undertaken to establish how the solution will be implemented. The new set-up will involve sewage no longer being pumped into the scenic Kinnegar lagoons which often causes terrible smells. Routes and sites for new pipes and equipment are being sought and it is still hoped that upgrades will be in place during 2012 as planned. Plans on how to repair the polluted reed beds once the solution is implemented are also being explored.

Whilst I am disappointed that this problem has existed for far too long and continues to affect local people living, working and travelling nearby I am glad that NI Water seem to be taking the problem seriously at last. The general environment and wildlife in the area have suffered significantly as result of the pollution which has previously been flagged up as a ‘chronic problem’ by the NI Environment Agency who have identified pollution incidents on numerous occasions since 2008.

People across Holywood should no longer have to put up with this pollution. I will therefore continue to monitor progress and lobby senior officials until the Kinnegar sewage pollution problem is plugged.

North Down Alliance Councillor Andrew Muir has expressed his hopes for 'warm weather, good music and cool heads' ahead of the Ward Park concerts which will take place in Bangor on Tuesday and Wednesday 23 and 24 August 2011.

With the concerts now only days away, I hope that the concerts will be characterised by warm weather, good music and cool heads. With popular artists playing at Ward Park such as The Script and Eminem the local economy is due to receive a significant boost.

Whilst the vast majority of people attending the concerts won't cause any bother whatsoever, anyone intent on causing trouble should be aware that anti-social behaviour will not be tolerated. I urge the police to take a strong and robust approach to ensure everyone can safely enjoy the events.

Goldsmith Eddie Doherty

Last Friday I attended the Official Opening of Eddie J Doherty's Studio at The Old School, Church Road, Holywood. Eddie is a Contemporary Goldsmith specialising in handmade jewellery who previously worked within business known as Gold Diggers in Holywood Town Centre.

Eddie's studio is part of Holywood Old School, a historic listed building restored a few years ago and now under the ownership of Holywood Old School Preservation Trust.

The sustainable use of this building is a fantastic example of how listed buildings in disrepair can be given a new lease of life with the hall used for many purposes such as Scout meetings, Birthday parties and Community group meetings whilst also accommodating Eddie's studio and an Apartment.

The range of items created by Eddie and the amazing creativity shown is extremely impressive. Many items are specially made for individual clients and thus are extra special.

In the tough economic times we are currently experiencing businesses such as Eddie's should be encouraged and supported, enabling a creative sustainable economy.

Muir welcomes Reservoir legislation

I welcome news that the Department for Agriculture and Rural Development has commenced work concerning a new Reservoirs Bill to 'ensure reservoirs are managed and operated to minimise the risk of failure thereby protecting human life, the environment, cultural heritage and economic activity from flooding.'.

The lack of regulatory legislation was something I previously raised during 2010 following an Assembly Question by Alliance MLA Dr Stephen Farry. This revealed that 104 private reservoirs exist which could impact upon 36,000 people if the dam burst.

I am therefore glad that progress is now occurring to address this problem with Public Consultation planned during early 2012 and legislation in place by 2013. I look forward to attending the next stakeholder meeting and finding out more about this proposed legislation which will hopefully reduce the risk of total dam failures.

Until legislation is in place no safeguards will exist to ensure private owners of Reservoirs maintain such facilities to an appropriate standard in order to protect the safety of people and property nearby. I therefore again call upon NI Water to postpone their planned sale of Reservoirs in North Down and beyond until the Reservoirs Bill is enacted and all alternative uses are explored other than selling these environmental havens to the highest bidder.

Muir urges action to sort Town Centre parking problems

I urge the Roads Minister to end the delays and broken promises and start tackling the Town Centre parking problems many residents across North Down continue to endure.

I am making this call following receipt of an official response from the Roads Service detailing that Residents Parking arrangements haven't been finalised nor trialled despite an announcement by the previous Roads Minister in 2008 heralding "Free Residents Parking Schemes for Belfast.

I am regularly contacted by local people in Holywood and Bangor Town Centre's who are unable to park near their home with many spending each evening searching for a space. With Residents Parking schemes promised back in 2008 people are now fed up and want action.

After contacting the Roads Service I have been informed to my dismay that arrangements for Residents Parking schemes have still not been finalised. The Proposed Parking Permit is still currently £80, a fee which many people will resent paying merely to give them the right to park outside their home!

Whilst I have been assured that Holywood may be considered if or when the pilot schemes are concluded this is meaningless. The Minister must take control of this issue and push forward progress. People are fed up with being fobbed off with excuses and delays, action is required not more warm words.

Pride not Prejudice

Another year and the Annual Pride Parade took place in Belfast today with many gay people plus friends, family and supporters dandering around Belfast City Centre.

Alliance took part with Alliance Youth plus Employment & Learning Minister Dr Stephen Farry MLA, Alderman John Blair, Cllr Conrad Dixon and I present.

With the same regularity another DUP representative again condemned gay people earlier this week, this time describing the people who take part in the Pride Parade as repugnant. Another DUP MLA previously used the words “immoral, offensive and obnoxious” concerning gay people whilst an ex-DUP MP previously used words “disgusting, loathed, physical disgust, nauseous, shamefully wicked, vile, an abomination” when describing what she felt about homosexuality.

The continual anti gay comments from DUP representatives proves without any doubt that the recent alleged conversion by Peter Robinson and the DUP to the concept of a Shared Future is perhaps merely hollow rhetoric.

Key economists have proven that acceptance of lesbian and gay people is key indicator demonstrating whether a society is in fact truly shared, open and welcoming to all and able to grow a strong economy.

Until Northern Ireland (and the DUP) can pass this litmus test concerning acceptance of gay people our economy will continue to struggle and people will continue to emigrate. Parochial politics must end if we are to develop a strong knowledge based economy where diversity is seen as a strength nor a threat and companies invest in NI not just because government is waving a massive cheque.

A famine has now been declared in parts of Somalia. Over 10,000 people have already died from starvation and disease with more than six children under five per 10,000 dying each day. Over 10 million people are at risk in East Africa due to conflict and some areas being affected by the worst drought in 60 years.

Cllr Thompson continues campaign to save Johnny the Jig

North Down Alliance Councillor Larry Thompson has welcomed news that NI Environment Agency (NIEA) hasn't yet made a final decision whether to de-list Holywood's Johnny the Jig statue.

Commenting on the matter Cllr Thompson stated "Following recent enquiries it is apparent that NIEA are closely examining all matters including the signficant local opposition expressed to date before convening a formal meeting to determine whether the statue should be de-listed. I welcome this news that the de-listing is not a 'done deal' and hope that common sense will prevail.

Concluding, Cllr Thompson stated "I again urge NIEA to re-think their proposals and avoid removing this important protection. I also urge anyone interested in the matter to contact the Built Heritage section within the NI Environment Agency to make their objections to de-listing known. It's important NIEA are left in no doubt whatsoever that local people oppose their propoals and wish to Save our Statue.

Johnny the Jig is an iconic statue by Rosamond Praeger, a well loved and respected local artist, which forms part of Holywood’s identity and should remain listed."

Cashless society remains a dream

Last week I had to visit a Bank Branch to try and get my address changed. During my visit two customers requested large cash withdrawals totalling £1,000 in one instance and £1,400 in another. Each customer was unsuccessful since they needed to provide Photographic ID and only left with £500.

A few days earlier the UK Payments Council decided to abandon their plans to ban cheques after complaints from many people citing the problems these plans would have caused e.g. payment of fees and deposits to Schools by parents and donations to local charities etc. would all be inhibited. For those lucky enough to have such an item your Blankey Blank Cheque Book and Pen will continue to serve a useful purpose!

Last week Northern Bank also announced that they intend to close a number of Branches across Northern Ireland.

Whilst I can understand that operating a Bank Branch is expensive and that the Northern Bank have taken the decision in order to cut costs the reality is that the concept of a cashless society without the need for Bank Branches, Notes and Coins still remains a dream.

Whilst people still wish to withdraw hundreds of pounds in cash and payment via cheque rather than electronic methods is still required the concept of a cashless society remains something that perhaps will require decades or even a new generation before Barclaycard's Contactless waterslide advert becomes a reality.

Until then those who prefer to pay via cash should be facilitated, not unduly penalised and helped to make the move to more secure methods of payment. Carrying £1,400 in your wallet or handbag doesn’t seem to me to be a wise thing to do.

A new organisation, Portavo Preservation Group, has met for the first time and is drawing up a plan of action to save Portavo reservoir for future generations of anglers, walkers and environmentalists.

Speaking after the first meeting of the group last night, Alliance Councillor, Andrew Muir, said: “While Northern Ireland Water has deferred the sale of the reservoir until 2012/13, we need to look at ways to ensure it remains in permanent public ownership and is not sold off.

“Neither the Department of Environment nor Northern Ireland Water incurred any expenditure in acquiring the asset and have had minimal expenditure in its maintenance over the years. It was the ratepayers of Donaghadee who bought the reservoir in the first place, so why should we have to pay to keep it for public use?

“I have been lobbying Government for some time on this issue and very much welcome the formation of this new action group - local people taking control of a local issue.”

Chairman, Richard Moore, said: “I would like to thank Councillor Andrew Muir for bringing the Group together and offering initial leadership.

“We are local people interested in protecting the ownership of this beautiful lake. There is genuine concern that in the current austere climate the reservoir might be sold off and it could be lost to the public forever.

“The reservoir is a place of peace and tranquillity where young and old can relax and switch off from today’s busy world either fishing, bird watching or just walking. The lake and its hinterland are richly diverse wildlife habitats with a wealth of flora and fauna that must be preserved and protected. We intend to do just that.

“A tremendous number of people visit the reservoir regularly and they are enthusiastic supporters of what we are trying to do. Nearly 400 of them have joined our Facebook page as a way of keeping in touch with the issue.”

Councillor Muir added: “We are very grateful for support of many politicians, in particular, Lady Sylvia Hermon MP. It’s important that local politicians are involved in the campaign to save Portavo and that those who will decide on its future are aware of the strength of feeling about the issue.”

The next meeting of the Group will be on 22 August and all those who support the case to save Portavo will be very welcome to attend.

Life as a Councillor One Year later

Last year on 8 July 2010 I was appointed as an Alliance Party Councillor on North Down Borough Council for the Holywood DEA replacing Dr David Alderdice. A year on I feel it's appropriate to look back on achievements and experiences to date and towards the future.

Since becoming a Councillor my life has been transformed, all my spare time has been zapped, sleep is a luxury and my home is now Holywood after moving from Bangor in February 2011.

Whilst demanding I still enjoy the role. Over the last year I have become more acquainted with more people, personalities, procedures and policies and think I have managed to establish myself as a credible elected representative.

Strictly speaking the key function of a Councillor is to scrutinize and sometimes present proposals, take decisions and generally ensure good governance at North Down Borough Council. This aspect of the job often goes unnoticed but is extremely important and involves working together with other Councillor's, political parties, Council officers and relevant stakeholders to reach decisions whilst adhering to and pursuing Alliance Party vision and values.

Another aspect of the job is to deal with constituents concerns and act as their advocate. I get great satisfaction from meeting and helping people and have, to date, diligently dealt with hundreds of casework items including some very bizarre cases, some tragic personal stories and some very difficult subjects.

In addition to this I have responsibility to provide Civic Leadership. I strive to provide this in a diplomatic and effective manner, often away from the glare of the media, and intend to grasp a few more nettles over the next year.

It remains challenging to perform all these duties whilst holding a full time job, involved in many other organisations and also pursuing a number of campaigns such as Save our Reservoirs, Bicycle friendly Borough and Stop Kinnegar Sewage Pollution but the work will continue.

The highlight of my first year was, of course, my election on 5 May 2011 elected on the first count with 991 first preference votes alongside my running mate Cllr Larry Thompson.

From appointment until election I worked hard Leading Change and delivering many successes, including, for example, practical actions to build a Shared Society such as Holywood YOUnites Festival, investment circa £3m planned to deal with Kinnegar sewage pollution problem, sale of Portavo Reservoir temporarily halted and some smaller things such as facelift for Seapark and variety of efforts to increase Holywood's chances of regaining Best Kept Town status.

All of this, including, most importantly my election, wouldn't have been possible without the support of others including my partner Alan, Mum and Stepdad, Grandparents, campaign activists such as Mary, Roger, Irene, JP, party colleagues and the people of Holywood who placed their trust in me on 5 May 2011.

Following my election I intend to continue Leading Change. The status quo is no longer acceptable. The challenge ahead is to transform society towards a real Shared, Prosperous, Clean and Green, Safe, Healthy and Creative Future where politics works, businesses grow and people are enabled to reach their full potential.

Cyclists celebrate Bike Week

Mystery Ice Cream Cycle Team

Cyclists from across North Down got on their bikes and celebrated Bike Week 2011 through a variety of events.

Fifteen cyclists participated in a Mystery Ice Cream Cycle on Wednesday 22 June 2011 cycling from the McKee Clock, Bangor to Carnalea and then back to the Banana Boat for a tasty ice cream. Cyclists then cycled to Ballyholme as part of the event which was organised by Friends of the Earth and Sustrans and supported by Bike Works.

Everyone really enjoyed the event which was designed to highlight benefits of the North Down Coastal Path and need to fully upgrade the route to Belfast. We intend to hold future similar events in the next few months as part of our ongoing campaign to create a Bicycle friendly Borough.

Ten cyclists then cycled from Bangor to Holywood and then onwards to Belfast City Hall on Friday 24 June 2011 as part of Cycle to Work day. Steven Agnew MLA joined the bicycle enthusiasts from Bangor to Holywood with myself then cycling from Holywood to Belfast City Hall where free breakfast was provided to everyone who made the journey.

Muir calls for action to re-open Portavo Reservoir

The Department for Culture, Arts and Leisure (DCAL) should urgently progress their review concerning access to Portavo Reservoir car park following a recent decision to lock the gate and limit access.

I recently became aware that the gate at Portavo Reservoir had been locked and access was being restricted to this scenic beauty spot by DCAL. I immediately contacted the Angling section within DCAL and after lots of lobbying received an assurance that a review would be carried out concerning access arrangements to the Reservoir. Meanwhile serious Road Safety concerns continue to exist with visitors forced to park on the busy A2 Bangor to Donagadee road, often dodging cars which zoom close by.

I have therefore contacted the Minister Carál Ni Chuilín MLA and have been informed that a consultation exercise will be carried out with stakeholders but no timescale can be given and work 'will be progresssed in line with Departmental priorities'. I find this reply entirely unaccepable and urge the Minister to rethink her decision and resolve this matter without any further delay.

Many fear that DCAL's recent decision is merely the thin edge of a wedge as a precursor to sale of the Reservoir by NI Water in 2012/13. I hope common sense prevails and the matter is resolved within the next few weeks before someone is seriously injured, or worse!"

Sorrow and Inspiration at Lisburn Half Marathon

Last Wednesday I took part in the Lisburn 10k road race, part of a series of races involving a Fun Run, Half Marathon and 10k which occur on the same day. The races are long established and increasingly popular.

Every year I take part in the 10k I am conscious of the tragedy which occurred in 1988 when six soldiers were murdered by the IRA after five took part in the Half Marathon and one in the Fun Run.

The pain, suffering and sorrow as a result of Northern Ireland’s troubled past continues today for many. As recently highlighted when Mary McArdle was appointed as a Special Advisor, the need to develop a means to address our past hasn’t gone away and should be tackled rather than dodged by the Secretary of State and our First and deputy First Ministers.

Alongside this issue the event did however provide a great deal of inspiration. Many participants achieved fantastic times, beating personal bests and, for some, bringing home Gold.

When running around the course I encountered many people who seemed to be having a fantastic time. One man was briskly walking around with a smile on his face and walking stick in his hand undeterred by the personal discomfort being experienced or another lady who was overtaking others and not allowing her visual impairment to stop her from achieving success. Members of the gay running club Belfast Front Runners were also present and achieved some very respectable times.

Apart from my own personal desire to improve my running speed, the main lessons I took away from the evening were that conflict merely delivers blood, tears and division whereas building a society where everyone is valued, treated with respect and enabled to achieve their best delivers wins for you, I and everyone across Northern Ireland and beyond.

There is a real sense of joy and anticipation across Holywood after Rory won the US Open late on Sunday night. The topic of discussion in local coffee shops, bars and Newsagents is Rory, Rory, Rory with locals extremely proud of Rory's achievement.

Posters are displayed in shop windows and a mural of the golfing hero now adorns the subway linking the Town Centre and the Railway station, painted a few weeks ago as part of community initative which aims to build upon the good community relations which already exist in the County Down Town.

A sense of anticipation is now growing in advance of his return to Holywood. I am looking forward to a fantastic homecoming with Council authorities on standby to facilitate an event once arrangements are finalised. I, along with many others, can't wait to welcome Rory home and celebrate his fantastic achievement.

Muir welcomes funding bids to upgrade North Down Coastal Path

I welcome the decision by North Down Borough Council to seek funding to upgrade the final sections of the North Down Coastal Path. Last Tuesday Council agreed to seek funding from NI Environment Agency and Sustrans to allow walkers and cyclists to travel from Holywood to Bangor along a wider high quality path capable of accomodating bicycles and pedestrians alike.

As a local Councillor and Sustrans Ranger I warmly welcome the decision to seek funding to upgrade the remaining parts of the Coastal Path including the funding bid to tackle the tricky steps at Seahill which make it very difficult for cyclists to peddle from Holywood to Bangor.

Cycling offers a quick, cheap and environmentally friendly way to get from A to B and increasingly popular with more and more people asking why they can't safely travel between Bangor and Belfast avoiding the busy A2 road.

If the funding applications are successful and Council agrees to provide the necessary match funding Groomsport, Bangor and Holywood will be linked to the National Cycle Network which includes Towns and Cities such as Belfast, Newry, Lisburn and beyond.

The decision to seek funding is a positive development in advance of Bike Week which runs from 18 to 26 June 2011 and will feature a wide range of events in North Down and beyond. In light of the clear socio economic and health benefits associated with cycling I hope funders will favourably consider these bids and allow us to release the brakes, put the wheels in motion and create a more attractive and healthier Bicycle friendly Borough.

Muir welcomes action to reclaim King John's Walk as Right of Way

I welcome the decision by North Down Borough Council to take decisive action to re-open King John’s Highway which has been blocked since August 2010 until earlier this week when it was mysteriously re-opened.

Following sustained lobbying from me, local people and a substancial petition calling for action I am pleased that the Council intend to refer the matter to the Courts in the next few weeks in order to remove to blockage and have King John’s Walk asserted in law as a Public Right of Way.

Last week I handed over a petition to North Down Borough Council containing over 250 signatures calling for the obstructions to be removed forthwith and for all relevant statutory bodies to ensure that future generations can safely enjoy this Right of Way. The case for action is therefore clear.

People have been denied access to this ancient path for nearly a year and, whilst disappointed that action to re-open the path has taken far too long, I am glad that the situation will hopefully be resolved soon.

Future generations should soon be able to follow this Right of Way once again which was originally followed by King John who apparently passed through Holywood in 1210 en route to Dublin.

When the Normans invaded Ulster in the 12th century fortifications such as Holywood Motte were widely seen across the land. King John passed through Holywood in 1210 on his journey from Carrickfergus to Dublin. He is said to have “spent the night” of Thursday July 29 in the Government Bailey situated on the Motte before heading on to Dundonald by way of Victoria Road and Croft Road (formally King John’s Highway) to stay at Dundonald Motte (where he lost 2 pence playing cards!).

Muir condemns fly posting for new nightclub

I condemn the appearance of stickers and posters on lampposts across North Down seeking to advertise a new Night Club. The stickers and posters are a disgrace and I am lobbying the local Council to take action and tackle the problem.

Lampposts across Bangor, Holywood and beyond recently were defaced when stickers and then posters were attached with the message "Bangor Likes This", seeking, it seems, to build interest in a new nightclub which may be opening in Bangor. Many people have contacted me about the issue, some via Facebook and Twitter, requesting action, clearly stating that “Bangor doesn’t like this.

I have contacted relevant Council officers and understand that all available avenues are being explored to get the stickers and posters removed. Anyone with information concerning individuals or company responsible for erection of the stickers and posters should pass this onto the Council in order to help them take action.

Whilst most companies use billboards andspapers to advertise, I find it disgraceful that some businesses feels that it acceptable to place adhesive stickers on public property that prove hard to remove. I urge those involved to urgently remove such stickers and posters.

Amnesty at 50 Years, the campaigning continues

Last week Amnesty International celebrated its 50th Birthday.

Back on 28 May 1961, David Astor had an articled printed in The Observer entitled "The Forgotten Prisoners" which became part of an "Appeal For Amnesty".

Amnesty International was then born and has grown into a strong organisation fighting for Human Rights across the globe.

Yesterday I spent time writing letters to stop the Execution of Troy Davis.

I also wrote to the Government of Sri Lanka concerning the enforced disappearance of journalist Prageeth Eknaligoda.

I am a member of Amnesty International for many reasons but, most importantly, because I believe that everyone across the world should be able to enjoy basic Human Rights set out in the Universal Declaration of Human Rights especially the Right to Life which Troy may soon be denied.

The Department for Regional Development need to consider introducing Resident Parking schemes and issue the long awaited Town Centre Parking Report for Holywood without any further delay.

I am often contacted by people in relation to the chronic parking problems experienced in Holywood Town Centre with streets such as Park Drive, Trevor Street, Downshire Road, Spencer Street and My Lady's Mile particularly affected. People living in these and other streets are often unable to park near their home and have to search for a space elsewhere and then walk back home sometimes with heavy bags of shopping.

After researching the issue it is however clear that the Department for Regional Development plan to introduce Residents Parking Schemes in five inner city areas of Belfast. I have therefore written to the new Regional Development Minister requesting that he includes Holywood within the list of initial Residents Parking Schemes.

Consultation should commence straight away with people living in the relevant areas across Holywood concerning whether they want their street designated as a Controlled Parking Zone which would require the display of a permit.

I have also requested that the permit should be available at a low cost and free of charge for those on low incomes rather than costing a scandalous £80 per year, as previously suggested by the Department.

Whilst keen to ensure that the needs of local residents are met, I am also eager to ensure adequate car parking provision in Holywood Town Centre for businesses, workers and visitors alike. I have therefore again contacted the Roads Service requesting a copy of their long awaited report concerning Parking in Holywood Town Centre.

This report should hopefully outline current provision and future requirements which need to be addressed to support a prosperous bustling Town Centre. Upon receipt I will actively campaign for action to ensure Holywood remains the ultimate destination for businesses and visitors alike.

Muir calls for better approach to Census reminders

I have recently been contacted by older people worried they will be fined £1,000 and are unable to speak to someone to tell them the form was sent weeks ago.

With Census Day weeks ago on 27 March some people are now receiving reminders telling them they haven’t returned their form and face a £1,000 form if they don’t hurry up and return the form.

Unfortunately, in a number of instances, the form has already been returned and these reminders are causing serious distress amongst some recipients fearful of the high fine. This is compounded by the fact that when people ring the Census Helpline they cannot speak to anyone as they face a recorded message.

Government must now act without delay and introduce a better approach. They should withdraw the reminders which have caused real concern, replacing them with a polite note and they must also ensure people can speak to someone about the issue.

Muir welcomes more planned Road Improvements in Holywood

I welcome plans to resurface Brook Street, Holywood after recently lobbying the Roads Service to take action and succeeding in persuading the Roads body to resurface Demense Road, Holywood.

Brook Street is currently in a terrible state of disrepair after the cold winter experienced in late 2010 with numerous pot holes posing a threat to motorists and cyclists alike. After lobbying the Roads Service for action I am very grateful to learn that Brook Street has been added to the resurfacing programme for 2011 / 2012.

I will continue to monitor the situation and endeavour to ensure Brook Street is resurfaced as planned from Monday 23 May to Friday 3 June 2011, delivering upon my commitment to Lead Change across Holywood whether it be via securing resurfacing of Demense Road or improving cycle routes, Alliance delivers.

Improved cycling route secured in Holywood

I have managed to secure agreement to improve a key cycling route in Holywood with cyclists now able to easily make their way from Holywood to Belfast along a low traffic route.

After lobbying Belfast Harbour Police for months I have secured agreement to keep the gates into Belfast Harbour Estate open every evening and also at weekends with a new access point soon to be created for cyclists and pedestrians.

Previously this gate was closed all day Sunday and many cyclists and pedestrians often had to retrace their steps or tyre marks after making the journey from Holywood through Kinnegar and then to the Harbour Estate only to find the gate locked. The new arrangement has been trialled and it has been agreed to keep the gates open on a permanent basis with a new access point on the horizon for cyclists and pedestrians.

I am very grateful to Belfast Harbour Police for their efforts to facilitate cyclists and pedestrians. Rather than telling me to ‘Get on Yer Bike’ they have made this cycling route much more accessible. Opening the gates is another useful development putting the wheels in motion towards the creation of a Bicycle Friendly Borough. Cyclists can now easily make their way along this route and then to Belfast via Airport Road rather than having to compete with many other vehicles on a busy road.

Over the last few months I have been Leading Change to make North Down a Bicycle friendly Borough. North Down urgently needs connected with the National Cycle Network which covers over 800 miles linking nearly every town across Northern Ireland.

With the Harbour gates now opened the next key challenge is the full upgrade of the North Down Coastal Path to Sustrans standards to accommodate cyclists. Large sections of the path have already been upgraded but the wheels need to be put in motion to upgrade other more tricky sections near Rockport School and Seahill. I will continue to lobby for funding to ensure the scenic Coastal Path becomes a key cycling corridor linking Bangor and Holywood with the rest of the network.

Naomi Long MP joined North Down election candidates on the election trail in Holywood on Saturday 30 April 2011.

Accompanying Naomi were Holywood Council candidates Larry Thompson and I along with Assembly candidate Stephen Farry who is standing alongside Anne Wilson.

Naomi Long, who serves as the Alliance Party’s Deputy Leader and Member of Parliament for East Belfast met with a number of business people at The Yard Coffee Shop and Gallery and then engaged with local residents along Holywood’s High Street. Naomi then concluded her visit after visiting Floral Earth florists on Church Road, Holywood.

Naomi greatly enjoyed her visit to Holywood and was impressed by the strong support being shown towards Alliance. After speaking to business people and residents alike it’s clear that people want politicians who Lead Change and aspire to a better shared future rather than maintaining the status quo.

Muir working to achieve Best Kept Town status for Holywood

I am seeking to improve Holywood's chances of obtaining the Best Kept Town Status by tackling eyesores across Holywood.

If we are to achieve the Best Kept Town status again it's important that we have a tidy town with litter and eyesores removed. I have therefore focused my efforts over the last few months on a number of issues such as Moffet’s, Gray's Lane, Stewart's Place, Patton's Lane and Twisel Bridge.

Moffet's, the derelict building and former Butchers previously located on Downshire Road, has now thankfully been removed whilst concerted action has resulted in a tidier Gray's Lane. Working alongside veteran campaigner Dennis Ogborn MBE we recently managed to recover over 80 milk crates which had been dumped in Gray's Lane and were fast becoming an awful eye sore.

No 1 Stewart’s Place, a listed building located near The Priory, has also recently been tidied up with external vegetation and the advertising banner removed as a result of concerted lobbying by a local activist and I. Whilst much more work is required to save 1 Stewart’s Place this is a welcome start.

After lots of lobbying I can also report progress at Patton's Lane with vacant units now secured and sale of the site on the horizon. I am particularly grateful that the old taxi office has been made secure since it was often a magnet for anti social behaviour.

News that the derelict building’s on Patton’s Lane and Church View may soon be demolished and replaced with a new development is to be welcomed with Planning Permission already in place for 23 Apartments.
I have also been working hard to tidy up Twisel Bridge. After protracted discussions I have managed to establish who is responsible for the upkeep of the area and am relentlessly pressurising the relevant bodies to tidy up the path and the bridge, known locally as the Kissing Bridge.

It is my hope that these combined efforts will help improve Holywood’s chances of regaining the Best Kept Town status it rightly deserves.

Bangor to Belfast by Bike!

Sustrans Northern Ireland, the UK wide cycling and walking charity, "road-tested" a safe and pleasant and healthy way for commuters to travel from Bangor to Belfast avoiding the survival-of-the-fittest queue congestion that is the daily experience of most on the A2 Bangor to Belfast Road.

Instead, Sustrans' volunteers piloted a cycle ride to Belfast along the scenic North down coastal path via Crawfordsburn, Helen's Bay, Holywood and the Titanic Quarter - on Wednesday, 20 April, 2011 leaving at 6.30am from Bangor's McKee Clock meeting other commuters at 7.30 in Holywood. The cycle ride was supported by a number of local cycling interests and enthusiasts.

Sustrans Volunteer Rangers, Murdo Murray and myself, stated "The North Down Coastal Path is a marvelous natural resource for the residents of North Down. Currently, part of the path is suitable for joint walking and cycling use - from Bangor to Helen's Bay. The path after this can be cycled but not without physical barrier interruption.

The cycle ride has confirmed the possibility - and interest - in fully developing this whole route along the entire extent from Bangor to Holywood into a joint use walking and cycle "greenway". It is understood that North Down Borough Council is also supportive of this aspiration.

The commuters from North Down deserve a safer, healthier and altogether more pleasant way of travelling between Bangor and Belfast."

Following our successful Cycle to Work initiative we are hoping to establish the event as a regular occurrence, perhaps every fortnight. Anyone interested in taking part should contact me.

Muir delivers road improvements in Holywood

I welcome news that Demesne Road, Holywood will soon be resurfaced after I lobbied the Roads Service for action.

I am delighted to learn that the Roads Service intend to resurface this important route with preparatory work already underway.

Many local residents contacted me after the cold weather destroyed Demesne Road leaving the road with a lunar like surface. In response I lobbied the Roads Service on a number of occasions and am glad to report another example of how Alliance is Leading Change in Holywood.

This work will hopefully reduce the amount of problems which have occurred as a result of cars and cyclists often swerving to avoid pot holes along Holywood's worst road.

With Demense Road soon to be resurfaced my attention has now turned to Brook Street which many now consider to be Holywood's second worst road.

Photographs of the massive pot holes have been passed to the Roads Service along with a request that the pot holes are immediately dealt with and the road resurfaced.

This important link road needs repaired without delay, with a clean surface of tarmac well deserved so motorists can make their way around Holywood without worrying whether their cars will be damaged as a result of sub standard roads.

Muir welcomes planned improvements for Redburn Country Park

I welcome planned improvements at Redburn Country Park. The park can be accessed from the Old Holywood Road and includes a range of walks, with spectacular views across Belfast Lough for those who choose to walk to the top. The Park was previously part of the Dunville Family Estate and used to launch hot air balloons. It was also home to ‘Bruno’ the Bear and other wild animals.

A local resident recently contacted me concerned about the state of the park with paths currently in a bad state of repair, trail markings missing and much needed maps absent. In response I quickly made contact with the Park Warden and have been informed that work will commence soon to improve existing paths and the steps on “Rory’s Glen”. In addition to this a number of clearly marked trails will soon appear supported by maps at the park entrances to help guide people around the park.

I welcome this significant investment by the NI Environment Agency which will hopefully attract more visitors to Redburn Country Park and Holywood whilst also enabling people to lead healthy and more active lifestyles. The park is a real asset occupying a 100 hectare site with great woodland and amazing views possible for those who walk to the top. Visitors can also see the old bear pit where Bruno once lived.

A few years ago I visited the Kite Festival within the park and had the opportunity to fly my kite across Holywood. With increased visitor numbers on the horizon as a result of the planned improvements I hope events of this nature will again prove viable.

Don't forget businesses during the election campaign

Over the last few weeks I, along with many other politicians, have been out and about knocking doors speaking to local residents and seeking their votes.

During the election campaign I hope everyone’s views will be heard, including those of local businesses. Whilst businesses don’t have the same voting power as local residents it’s important that their needs are heard since without a vibrant economy local communities suffer.

Already I have heard some clear messages such as the need for a co-ordinated approach from government with decisions made quicker. Businesses also want better transport solutions for our Town Centres plus a greater focus on tackling division and building Shared Spaces to enable sustainable growth. I will continue to listen and work hard to implement some of the suggestions if elected on 5 May.

Muir demands fair deal for Holywood Tesco customers

It's time Holywood shoppers were able to cash in on a fair deal after discovering that Tesco charge much higher prices at their Holywood store compared to Tesco Knocknagoney.

When I checked the prices of a few basic items it was clear that, on average, Tesco Holywood is over 5% more expensive than Tesco Knocknagoney. With Tesco Knocknagoney only 2 miles away I find it scandalous that Tesco are charging shoppers £1.28 in Holywood and only £1 in Knocknagoney for 2 litres of milk. Tesco should address this inequality without delay. Whilst only 28p in the case of 2 litres of milk, every little helps.

Last year I exposed the fact that Holywood motorists were paying more with Tesco Springhill selling petrol cheaper than Tesco Knocknagoney. Now it appears Holywood shoppers are also getting a raw deal with groceries higher at their new Holywood store compared to Tesco Knocknagoney.

Tesco should end this price disparity without delay to ensure all their customers, including the many people living on low incomes without private transport, can enjoy the same bargains available down the road at Tesco Knocknagoney.

Portavo Reservoir access restrictions need reviewed

I recently became aware that the main gates into Portavo Reservoir have been secured by the Department of Culture, Arts and Leisure. After contacting the Department I have been informed that this step has been taken to restrict access to DCAL Disabled Permit and Licence holders.

DCAL advise that "keys are allocated, on a first come first served basis, to anglers in receipt of a Concessionary Disabled Licence and Permit. You must state the following in applying for a key: Name, Address, Telephone contact number, Disabled Licence Number and Permit Number Applications for a key can be made to the Department by post, by e-mail to dcalangling@dcalni.gov.uk or by telephoning 101"

I have asked that DCAL review their decision and they have agreed stating;

In recent years the Department has invested in excess of £60,000 to provide new facilities at Portavoe. This included the building of a special facility at Warren Road for disabled anglers with its own car park. The car park is primarily provided for disabled anglers but until recently members of the general public also had access. This generated complaints from anglers, many of them disabled. The complaints mainly relate to rubbish in the car park and surrounding area, dog fouling and misuse of the car park at night and weekends by non anglers. The Department considered these issues and decided to restrict access to the car park to disabled anglers only, which was the original intention in providing a car park. The Department will be undertaking a review of the policy and procedures on the issue of car park keys to disabled anglers and the implications on other anglers and this will involve the Department consulting with stakeholders.

I will keep readers up to date on the situation which my colleague Adam Harbinson is closely involved with. Commenting on the situation, Adam stated;

While the Department of Culture, Arts and Leisure (DCAL) assure us that Portavoe Reservoir is open to the public, a padlocked barrier now restricts public access.

When asked why there is a locked barrier at Portavoe the official DCAL response is, ‘A decision was made by the Management of Fisheries to lock the barrier from April 1st to ensure access to Portavoe Reservoir for disabled fishermen who have been issued with a key.’

The obvious questions are; how can locking a barrier ensure access for disabled fishermen? How many disabled fishermen are there? And if the purpose is to ensure car parking spaces for disabled fishermen, would not appropriate signage be as effective, less restrictive and less confusing?

It is difficult to avoid the suspicion that the hidden agenda is to discourage the public from availing of this beautiful resource.

Why? Because it is a matter of public record that there is growing opposition to the sale of Portavoe. However, since the locked barrier will serve to restrict public access, the impression could be created that there is little public appetite for visiting the reservoir. It would therefore seem reasonable to assume that there will be no public outcry if and when it were to be transferred to private ownership.
I call on DCAL to unlock the barrier without delay.

I am committed to do all in my power not only to keep Portavoe in public ownership, but to encourage the public to make full use of it for as long as is practicable.

Save Johnny the Jig

Holywood Council candidate Larry Thompson and I have been working to save Johnny the Jig and other historic buildings across Holywood.

We recently met senior officials from the NI Environment Agency along with Tony Merrick (representing Holywood Conservation Group) to discuss plans to delist many items across Holywood including Johnny the Jig, Cultra House, Comgall House at Camphill Glencraig and the old Post Office, High Street, Holywood.

Commenting after their meeting, Larry remarked: “I found the meeting extremely useful and a valuable opportunity to argue reasons why Johnny the Jig and other buildings shouldn’t be delisted. Johnny the Jig is an iconic statue by Rosamond Praeger, a well loved and respected local artist, which forms part of Holywood’s identity and should remain listed.

We were encouraged to hear that NIEA is willing to receive any proposals for listing of buildings. I therefore used the opportunity to make the case for possible listing of the Chemist located on the corner of Church Road and High Street, Holywood.

At the conclusion of our meeting it was made clear that no final decision has been taken concerning the delistings with people welcome to write to the Environment Agency to make their feelings known. I encourage everyone to take up this opportunity, working together we can save Johnny the Jig.”

Concluding, Larry stated “During the meeting we were therefore delighted to learn that a study has recently been commissioned to examine the economic benefits associated with our Built Heritage. I hope this study will help put protection of our Built Heritage further up the agenda and that government will listen to local feeling and abandon the plan to delist Johnny the Jig.”

Alliance selects Thompson for North Down Council

I am delighted to announce that The Alliance Party have selected Larry Thompson to contest the Holywood Area in North Down in the upcoming Local Government Election. Larry was selected to replace a previous candidate Bill Lockhart who had to withdraw due to work commitments. Larry will run with me in this area.

Muir calls for action to sort shambolic Downshire Road

It's about time the Roads Service took immediate action to finish road works on Downshire Road. Work started to resurface the road and pavements along Downshire Road, Holywood many weeks ago but the area remains a mess with a local resident recently falling into an exposed hole.

Work to resurface the road commenced many weeks ago but is still continuing with piles of rubble randomly located along the road, pavements uneven and road markings missing.

Contractors seem to have adopted a very sloppy approach with no efforts made to move a car blocking the road when it was resurfaced. Rather than getting it lifted the new tarmac was laid around it!

I have now contacted the Roads Service requesting immediate action to remove any hazards for pedestrians and a full update concerning when the work will be properly completed.

People are fed up with the shambolic mess and want action to finish the work without any further delay.

The Northern Ireland Assembly have posted a video, pictures and other content following their tweetup event which attracted many people including a few twitter enthusiasts from North Down.

The video provides some food for thought concerning how politicians and government should engage with the people.

I am personally committed to good communication and engagement through a variety of means, whether by meeting people through, for example, Residents meetings, regular Focus update leaflets delivered to households across Holywood, a professional approach to Public Relations, Facebook updates, Tweets and blog postings.

Muir shocked at Holywood robbery

I am shocked to learn that a lady in her 50s by two youths was robbed last Tuesday in the Abbey Ring area, Holywood. One of them threatened the lady with a knife before taking money from her purse. She was unhurt but shaken.

I was outraged and shocked to learn of this robbery, particularly given that the youths who carried out this crime may have been as young as 12. No one should have to go through such a traumatic experience.

On the same day I was proud to attend Official Unveiling of Intergenerational Patchwork Quilt at Ulster Folk and Transport Museum. This Quilt was made by the local 55+ club and P6 and P7 Pupil’s from Redburn Primary School and proves that the actions of a few do not represent the overwhelming majority of young and old people who want to live in a safe, prosperous and shared society.

I will continue to support the police and other agencies to ensure incidents such as the disgraceful robbery of this lady in the Loughview Area never occur again.

This incident wasn’t initially reported to the Police and only came to light via Holywood PSNI Facebook site.

If anybody has any information about this robbery then they should contact the police. I hope that the people responsible for this crime are identified and punished accordingly.

Muir welcomes Coastal Path upgrades

I welcome plans by North Down Borough Council to undertake further upgrades to the North Down Coastal Path. The path extends from Holywood in the west to Orlock in the east and incorporates many interesting features including Grey Point Fort and Crawfordsburn Country Park.

I welcome the planned investment which will involve Council spending an additional £1,500 to enable the realignment and upgrade of the Rockport section of the path via land acquisition from Rockport School.

This will hopefully make this stretch much more accessible and follows on from upgrades undertaken over the last few years towards Holywood and from Bangor to Crawfordsburn Country Park.

These upgrades now mean that most of the path meets Sustrans standards. Many parts of the path can now safely accommodate pedestrians and cyclists thereby delivering a more attractive, healthier and Bicycle friendly Borough.

I hope the path will be fully upgraded in the next few years and will continue to press for the last few more difficult sections to be brought up to the necessary standards.

Leading Change to secure future of Holywood’s Historic Buildings

I can report significant progress to secure the future of key Historic Buildings in Holywood which are at risk due to their current state of disrepair.

After being contacted by members of Holywood Conservation Group I have been working hard to save Stewarts Place near the Priory, Holywood and have now gained agreement from government to take action if the building isn’t repaired in the near future.

I can also report progress in relation to Cultra Railway Station House with both North Down Borough Council and NI Environment Agency taking action to ensure this historic building is secured and restored rather than being allowed to rot.

With the help of local Alliance representative and Conservation Architect Larry Thompson we have been Leading Change by helping to secure significant progress to Save Holywood’s Built Heritage. After being contacted by representatives from Holywood Conservation Group I contacted the NI Environment Agency (NIEA) and it now seems that NIEA are now pursuing the owner of Stewart’s Place with vigour.

A programme of works to repair the building was agreed at a site meeting a few weeks ago and, if not implemented, formal action will be considered. After recently exposing the fact that only two Urgent Works notices have been issued across the province in the last ten years I am pleasantly surprised to learn that NIEA are considering serving a Urgent Repairs Notice if the site owner doesn’t comply with the agreement reached concerning repairs.

We are very fortunate to have Holywood Conservation Group (HCG) within the Town. HCG are an extremely active and effective group who have been campaigning alongside Ulster Architectural Heritage Society to save Stewarts Place for many years. Without them the matter wouldn’t have been put on the agenda nor the progress achieved to date. More areas across Northern Ireland need such groups which shine a light on real issues of concern and undertake effective lobbying to save buildings before it’s too late.

Cultra Station House

Members of Holywood Conservation Group also recently contacted me concerned about the state of Cultra Railway Station with the building insecure and fast falling into disrepair. I quickly responded to these concerns with prompt action taken by both North Down Borough Council and the NI Environment Agency. Council officers liaised with the site owner and the building has now been secured.

As a result of lobbying by groups such as Holywood Conservation Group NIEA now also advise that a grant from the Historic Buildings Unit for re-development of Cultra Railway Station is active and the tender process will soon be complete. I welcome this news and look forward to seeing work commence soon to save Cultra Station House.

Speaking earlier last week, Alliance Holywood representative Larry Thompson stated “Protection of our Built Heritage not only makes areas more attractive but also helps create jobs and build strong communities with many listed buildings now providing Social Housing.

I therefore welcome the developments in relation to Stewarts Place and Cultra Railway Station and call upon NI Environment Agency to continue their positive constructive approach with regards to these and other buildings. Every £1 spent on Historic Building Grants delivers £4.7 elsewhere. Now is the time to invest in our past to create a strong economic future.”

Pollution in Twisel Burn River

I condemn pollution of Twisel Burn River which occurred on Saturday (12 March 2011). The pollution incident involved chemicals being released which then resulted in a disgusting foam downstream near Holywood town centre.

A local resident living off Victoria Road , Holywood contacted me on Saturday supplying photos of the disgraceful pollution which occurred along this scenic river which runs under the well known Twisel Bridge , known locally as the Kissing Bridge.

I have reported the matter to the NI Environment Agency Pollution Hotline and have been informed by the Investigating Officer that work is ongoing to identify the cause and to prevent it happening again.

I have since been informed by other local residents that the pollution has previously occurred on weekends, with Sunday a popular day for the chemicals to be released into this scenic river.

I condemn the culprits outright and hope government will be able to identify the offenders and take strong action to prevent further re-occurrences.

Feral cats problem at Redburn

Cats Protection will be in Firmount area of Redburn, Holywood from Thursday 10th March to help control the population of feral cats through the trap neuter and return programme.

I have been informed that many feral cats are now roaming in this area and am advised by Cats Protection that neutering is the only humane method in ensuring these numbers don’t grow even further.

This initiative won't cure the problem but will hopefully reduce the impact of the feral cats. As a local Councillor I felt it important to let people know about the initiative.

Residents in the area are asked to help Cats Protection by not feeding any cats other than their own in the next few weeks and if possible keep their cats in or ensure they wear a collar in case they enter a trap out of curiosity

This will help Cats Protection catch the correct cats and focus solely on the feral cats which need neutering.

Once neutered the cats will be returned to the Holywood hills near Firmount where they have lived for many years.

Working together with other interested people and bodies I will try and ensure some follow up after the trapping initiative to discuss and agree how to address the wider issue of feral cats in the long term.

Muir welcomes plans to stop sewage pollution at Kinnegar and across Bangor

I welcome NI Water's plans to stop sewage pollution along North Down coast and also at Kinnegar, Holywood. NI Water presented their investment plans to North Down Borough Council on Tuesday evening (8 March 2011) detailing how they intend to spend £10 million to upgrade Bangor 's water and sewage system over the next few years.

Contained within their plans is investment designed to reduce sewage overflows into Belfast Lough similar to those experienced last summer when I discovered raw sewage in the sea near Crawfordsburn and Helen's Bay beaches. This sewage had been pumped into the Lough from the small river near Carnalea Golf Club.

I warmly welcome these investment plans after I highlighted the disgraceful pollution of Belfast Lough last summer with comprehensive action now planned to plug the problem at Carnalea and elsewhere.

Investment plans will involve upgrade of seven Sewage Pumping Stations plus upgrade or replacement of 20 combined sewer overflows with seven massive work packages taking place across Bangor . Work will also involve a new large tank at Bangor Marina to reduce the amount of raw sewage being pumped into Bangor Harbour.

In relation to the proposed works at Kinnegar, Holywood I was also encouraged to hear that NI Water plan to start work on the ground to eliminate the sewage pollution and odour problem at the Kinnegar Lagoons from Autumn 2011.

After a relentless campaign I am glad to learn that my efforts to Lead Change has paid dividends with millions soon due to be pumped into Holywood's sewage system to reduce and hopefully eliminate the ongoing problem of sewage pollution and smell.

The problem has continued for far too long and affects both the local environment, residents, commuters and people working nearby. I will continue to lobby NI Water until the pollution and pong is eliminated.

Brakes need put on Cycle Helmet Legislation

Proposed legislation to make it illegal to cycle without a helmet was presented to North Down Borough Council for opinion.

I spoke against this legislation, outlining the following reasons also advocated by Sustrans why the brakes should be put on the Cyclists (Protective Headgear) Bill.

I stated that the law would deter people from cycling and is a disproportionate response to the relatively low risks of cycling.

Muir opposes abolition of May Day Bank Holiday

I call upon government to keep the May Day Bank Holiday after the UK Government outlined plans to abolish the holiday and create a new Bank Holiday on either Trafalgar Day in October or St George's Day and St David's Day in England and Wales .

May Day is a well established Bank Holiday. Events and festivities have been taking place across Northern Ireland on this day for many years including Belfast City Marathon and the Annual May Day Festival in Holywood town centre which attracts thousands every May Day.

I understand that the Assembly will have the final say whether the bank holiday should be abolished and hope they will leave things unchanged.

Government should be focused on helping businesses grow and encouraging more tourists to visit Northern Ireland rather than messing around with Bank Holidays and threatening the future of Holywood's May Day Festival.

Report should be catalyst for new approach to protect listed buildings

I hope the recent Audit Office report which highlighted failures concerning how government protects historic listed buildings will provide impetus for a step change to deliver better protection and conservation.

The Audit Office report shines a light on the lack of action from the NI Environment Agency to protect our built heritage. Whilst government agencies in other parts of Europe take strong action the Department of the Environment seems to prefer light touch regulation.

Last year I discovered that the Department for the Environment have only issued two Urgent Works Notices in the last ten years. With many listed buildings falling into disrepair across Northern Ireland it is scandalous that government only used these valuable powers twice in the last ten years to preserve our past to deliver a vibrant, bright future for neighbourhoods and town centre's across Northern Ireland.

I hope the Audit Office report will provide impetus for a step change in terms of how government protects and enhances our built heritage. As stated by UAHS the listed building grant generates £4.7 for every £1 invested. Looking after listed buildings not only enhances neighbourhoods and town centre's but also makes economic sense.

In the meantime I will continue to campaign for action to save our heritage across North Down, leading change to preserve buildings such as Cultra Station House and Stewarts Place, Holywood.

Muir urges action to repair busy Holywood Road

I welcome news that the Roads Service are actively considering resurfacing Demense Road, Holywood. I have been lobbying the Roads Service to take action after receiving many complaints from local residents concerning the state of the road.

Following the recent cold spell the Demense Road has a lunar like surface. Pot holes are common place with tarmac falling apart and cars often swerving to avoid the pot holes.

After contacting the Roads Service I have been informed that surface defects have been noted and repairs will be carried out in the next few weeks. The carriageway resurfacing programme for 2011/12 is currently being prepared and consideration is being given to including Demense Road within this programme.

Whilst I welcome news that serious surface defects will soon be fixed, I call upon the Roads Service to include resurfacing Demense Road within their plans.

People living, working or visiting Holywood should no longer have to travel across such poor road surface which is heavily used on a daily basis."

Ford launches Alliance Legislative Programme

The Alliance Party today announced our Legislative Programme for the next NI Assembly term 2011 to 2015. Alliance is the first party ever in Northern Ireland to publish a programme of this nature.

Party Leader David Ford MLA said: "Politics is about providing solutions, and that's why Alliance is launching our legislative programme today. Northern Ireland needs fresh ideas and strong leadership.

"We are the first party in Northern Ireland to ever publish specific plans for legislation for a future Assembly term. We are leading change.

A key part of that stability is making it a duty of all Departments to co-operate and collaborate to meet general objectives. "Look at the crisis which left tens of thousands of people without water over Christmas. We would create a NI Water Governance Bill to transform the organisation into a mutual company. The current status of NI Water as a government-owned company is not sustainable, and bringing NI Water back under the direct control of the Department would undermine efficiency drives and drain our Block Grant dry. In contrast the mutualisation of NI Water would enable investment to replace outdated infrastructure and help us deliver essential efficiencies.

"The same extreme weather conditions which caused the water crisis last year, left many people in Northern Ireland unable to leave homes because the vast majority of footpaths remained ungritted. The lack of clear guidance on gritting was disgraceful and Alliance will put forward a Bill to address the gaps in legislation to provide clarity and ensure this vital work is being carried out.

"Alliance is also leading change for a greener society. Northern Ireland is covered by the UK-wide Climate Change Act 2008. However, the legal framework in Northern Ireland is insufficient to effectively deliver upon the obligations arising from that Act. We would create a distinct Climate Change Bill for Northern Ireland. There is strong support from a cross-section of stakeholders on the benefits from clarity on climate change duties and responsibilities.

"Northern Ireland is seriously out of step with other parts of the EU in not having an independent Environmental Protection Agency, and as a consequence its environmental governance is not fit for purpose. Alliance would introduce a Bill to Create an Independent EPA. Northern Ireland has the potential to be a leader in sustainability.

"Alliance will create legislation to reform local government to deliver improved services and greater efficiency. Legislation is required to complete the delivery of the local government aspects of the Review of Public Administration. We want to deliver better, more joined-up government. Northern Ireland has too many politicians but not enough leaders! Potentially over £400m could be saved over the next 25 years if this important change to local government is delivered.

"This is our ambitious starting point as a programme for legislation in the new term. Alliance works, Alliance delivers and Alliance is leading change."

Muir welcomes planned Pelican Crossing at Belfast Road, Holywood

I have achieved progress in my campaign to get a pelican crossing installed at the bottom of the Belfast Road, Holywood opposite Palace Barracks and the new Filling Station.

I am however calling for the Roads Service to avoid a potential tragedy and fast track installation of the new pelican crossing on the Belfast Road, Holywood near the new Kinnegar Service Station.

A few months ago the new Kinnegar Service Station opened on the Belfast Road, Holywood. This busy shop and petrol station is attracting many pedestrians who often cross the Belfast Road to buy goods from the Spar shop.

Immediately after opening I was made aware of concerns that traffic often travels along the road in excess of the 30mph limit. When I visited the site a few weeks ago I saw cars travelling at sometimes double the speed limit in advance of joining the Bangor to Belfast Dual Carriageway. Children and young people coming from Loughview and Redburn estates, Palace Barracks and Sullivan School are particularly at risk.

I therefore wrote to the Road Service pointing out the traffic dangers and asking for a Pelican Crossing as a matter of priority. The Road Service has written back accepting the need for a crossing but have said that it is likely to be a low priority at this time of cutbacks. A request for additional signage has also been denied.

The huge pain and costs of a child being killed or seriously injured at this dangerous part of the road far outweigh other considerations. I will continue to fight until this crossing is put in place.

In the meantime I welcome Police activity to rigorously enforce traffic speed limits on the Belfast Road and would urge all road users to exercise caution and adhere to the limit.

Muir welcomes temporary reprieve for Portavo Reservoir but warns of flood risk

I welcome news that NI Water have agreed to defer the sale of Portavo Reservoir for a year until 2012 at the earliest.

I am however concerned that thousands of homes could be flooded if NI Water proceed with their plans to sell Reservoirs across North Down including Portavo Reservoir near Groomsport.

I learned of the temporary reprieve for Portavo Reservoir from a campaign supporter who has been informed by NI Water that;

"Due to some minor outstanding legal issues which need to be resolved, we have decided to defer placing Portavo Impounding Reservoir on the open market in 2011/12. This may provide an opportunity for interested parties to discuss various options surrounding its sale."

I welcome news that NI Water have decided to temporarily halt the proposed sale of Portavo Reservoir. The impact of a collective co-ordinated approach has, I believe, already delivered a result but the long term future of Portavo and other Reservoirs is still uncertain. I am particularly grateful for the support provided by Lady Hermon MP.

Plans still exist to sell Reservoirs in the next few years at Portavo, Ballysallagh (Craigantlet), Conlig and both Church Road and Creighton's Green in Holywood. I am therefore now seeking a meeting with the Water Minister to discuss how the Department for Regional Development and NI Water intend to proceed. It is imperative that government takes the lead and ends the uncertainty surrounding the future ownership of the reservoirs.

I recently launched a number of initiatives to save our reservoirs including a petition at http://www.andrewmuir.net/ and a plan to deluge the Minister with letters of objection following a well attended Public Meeting convened by me and Chaired by Alliance representative Adam Harbinson, which attracted over one hundred people including North Down MP Lady Sylvia Hermon, MLAs and Councillors.

News that NI Water intend to delay the sale of Portavo Reservoir coincides with shocking development that no powers are in place to regulate the safety of private reservoirs.

North Down Alliance MLA Dr Stephen Farry recently found this out after asking the Agriculture Minister to outline her responsibilities in relation to regulation of Private Reservoirs.

I am shocked that NI Water were considering sale of reservoirs such as Portavo when no appropriate legislation is in place to ensure future owners maintain the reservoirs in an appropriate manner to ensure nearby homes aren't flooded in the event of failure.

A meeting will be held in the Groomsport area soon to gather together people who want to assist Andrew and I to stop the sale of Portavo and other Reservoirs.

Portavo Impounding Reservoir has been taken out of operational service and is currently in the process of being declared surplus to requirements.

In identifying and declaring land suitable for disposal, we must ensure that any disposal will not have an adverse impact on the current or future provision of water and wastewater services, which this is the case with Portavo Impounding Reservoir.

The general principle that public bodies limit their holdings of any land and buildings to the minimum required for their present and clearly foreseen responsibilities applies to Northern Ireland Water.

Due to some minor outstanding legal issues which need to be resolved, we have decided to defer placing Portavo Impounding Reservoir on the open market in 2011/12. This may provide an opportunity for interested parties to discuss various options surrounding its sale.

Should this sale proceed, we are obliged to obtain the best price and value for money and this will, almost certainly, require placing the site on the open market. Once any sale takes place, management of this site will be the responsibility of the new owner.

North Down Cyclists celebrate Valentines Day and call for action

Cyclists from across North Down met up in Bangor on Saturday 12 February 2011 to continue their life long love affair with cycling. Over twenty people used pedal power to travel to Bangor Bus and Rail Station and then embarked upon a mass cycle around Bangor as part of Friends of the Earth Valentine’s Weekend Love your Bike event.

The mass cycle ended at Bikeworks Balloo for the launch of the North Down Cycling Manifesto. Organised by Friends of the Earth North Down & Ards group and supported by Sustrans, the event attracted a lot of attention from Saturday shoppers and motorists alike.

I attended and helped organise the event as a Friends of the Earth activist and Sustrans Cycling Ranger. It was great to see so many cyclists on Saturday determined to put the wheels in motion towards a Bicycle friendly Borough. Young and old, male and female, everyone was firmly committed to ensuring North Down becomes a place where more and more people can safely Love their Bike as the quick, cheap, convenient, healthy and environmentally friendly way to get from A to B.

During our ride we used the green advance stop lines on many occasions. These boxes have recently appeared across Bangor and are designed to give cyclists a head start at traffic lights rather than having to compete with other vehicles. They are an important safety measure and shouldn’t be entered by motorists until the traffic lights turn green.

On a mini bicycle

When we arrived at Bikeworks we launched our eight point Cycling Manifesto for North Down. Contained within the Manifesto are simple measures which government can implement to make North Down a Bicycle friendly Borough. Proposed actions include Upgrade of the final section of the North Down Coastal Path linking North Down to the National Cycle Network, Titanic Quarter and Belfast City Centre and relaxation of No Cycling Bylaws.

People were enthused about the prospects of a Borough which better serves the needs of cyclists and agreed to take forward each of the points with future mass cycle rides planned to put Cycling higher up the Agenda of decision makers.

Campaigners want you to fall in love with cycling

North Down residents are invited to fall in love with cycling this Valentine’s weekend, by joining campaigners on a bike ride around Bangor town centre on Saturday (12 February).

The event, called “Love Your Bike,” is part of North Down and Ards Friends of the Earth’s campaign for better cycling provision in the borough.

Cyclists will gather at Bangor Translink station at 10.30am, and proceed to cycle round the town centre, before arriving at Bikeworks Cycle Shop, 1 Balloo Link, for the launch of the campaign’s Cycling Manifesto for North Down.

Speaking on behalf of Friends of the Earth, Andrew Muir said:

“Taking up regular cycling is like embarking on a life-long love affair. As well as being a quick and convenient way to get around town, getting on your bike has many health benefits, both physical and psychological.

“North Down suffers from serious traffic problems, lack of access for those without a car, and widespread health issues. Our manifesto proposes simple actions to be undertaken by both the Council and the Department for Regional Development, which would make cycling throughout the area easier, safer, and more enjoyable.”

Mr Muir went on to say:

“If your bike has been abandoned in your garage all winter, then Valentine’s weekend is the perfect time to renew your commitment to cycling, by joining us at Bangor train station.”

What: Campaigners supporting North Down and Ards Friends of the Earth’s cycling campaign will take part in a bike-ride demonstration around Bangor town centre, in order to highlight the need for better provision for cycling in North Down, and to launch a Cycling Manifesto for the area. At one point along the journey, the group will stop to pose for photographs at a cycle advance stop line, to highlight the need for more of this type of road marking throughout the borough.

Why: North Down and Ards Friends of the Earth has identified traffic congestion and a lack of provision for active transport as a serious issue in the area. The group has suggested a number of projects and initiatives which could boost the use of bicycles, such as: the upgrade of the coastal path to permit cycling along the entirety of the route; a cycle path to be added to Bangor ring road; and better cycle parking at railway stations, shopping malls and supermarkets, and town centres.

Muir delivers sweet smell of success with progress on Kinnegar sewage issue

I have delivered real progress to end the Kinnegar sewage pollution problem with a £3million solution now in the pipeline as a result of my dogged determination to end the problem which has effected Holywood for many years. I praise NI Water for their work to date but am now calling upon them to implement the solution without delay.

I have been working relentlessly to end the problem and last year secured investment in the region of £100,000 to identify the source of the problem. It is expected that the required solution will cost up to £3million.

I recently met with senior officials from NI Water who were able to tell me that on the basis of an interim report a solution is in sight which will involve sewage overflowing into a large tank rather than into the scenic Kinnegar lagoons. It would then be discharged into Belfast Lough in a controlled manner in full compliance with relevant environmental standards.

I understand that the proposed solution will be given the green light once the final report is received in the next few weeks and approval is given from relevant key people in NI Water. As soon as approval is given planning and implementation of the solution will take place. It is forecast that planning could take 6-8months whilst implementation could also take the same amount of time.

Whilst I am disappointed that it may take so long to implement a solution I commend NI Water for the work undertaken to date which included an extensive survey involving advanced computer modelling. NI Water seem keen to plug the problem and also intend to investigate a way to repair the damage done to the Lagoons to ensure they are returned to their sewage free state.

I do however call upon NI Water to explore all avenues possible to ensure the sewage smell and pollution is banished for good. It is unacceptable that we will have to endure another smelly summer with wildlife and the environment generally at continued risk as a result of this pollution. People working and living nearby should no longer have to put up with such a pong with some nearby workers recently sick as a result of the smell.

Whilst NI Water are now regularly cleaning pipes in the area to stop the build up of debris this will merely reduce the problem not eliminate it. I am delighted to be able to report that a solution is in the pipeline as a result of my efforts but want to see the problem plugged as quick as possible.

The following letter from me appeared in the Belfast Telegraph today (Friday 4 February 2011);

Last Friday a person died on the A2 Bangor-to-Belfast Road after falling from the Holywood Exchange flyover.

It was reported by the media that the person took their own life and was Karen Cromie, a talented athlete who participated in the 2008 Beijing ParalympicsGames and was in training for the 2012 London Paralympic Games.

While I didn't know Karen personally, I wish to take this opportunity, as a local councillor, to pass my condolences to Karen's family and friends during this difficult period.

Karen's death should serve as a clear reminder that one-in-five people in Northern Ireland will experience problems that affect their mental health.

As someone who has previously experienced depression and lost friends due to suicide, I urge anyone who feels suicidal to talk.

It's okay to feel down, but don't bottle things up.

Muir welcomes demolition of Holywood’s ugliest building

I warmly welcome the demolition old Moffett’s building on Downshire Road, Holywood which many people regarded as Holywood’s ugliest building. The building was bulldozed at the weekend and is now a pile of rubble.

Moffets’ Building has long been a blot on the landscape in Holywood, gradually falling into disrepair until its current awful state. A number of people raised the state of the building with me and directly to Council officers.

In response North Down Borough Council took strong action and served a notice against the owner, requiring him to demolish or re-instate the property. It seems that rather can carrying out significant works which would have included removal of vegetation from the building, re-instating the roof, repairing or replacing brickwork, repairing window sills and repairing or replacing any damaged window openings and doors the owner opted for demolition.

Planning Permission was obtained in 2007 for demolition of existing building and construction of new ground floor dental manufacturing and first and second floor office building, at 2-8 Downshire Road / 55 Church View, Holywood.

The application was approved on 17/7/07. The approval is valid for five years and expires on 17/7/12.

My next focus will be to ascertain when building work will commence in order to ensure we are not left with a empty plot of land for years.

Muir urges NI Water to halt scandalous Reservoir sale plans

I call upon NI Water to halt their plans to sell Reservoirs across North Down. Last Thursday over one hundred people attended my Public Meeting to discuss NI Water's plans to flog seven Reservoirs across North Down. Representatives from the Ulster Wildlife Trust, RSPB and Woodland Trust provided information followed by an extensive discussion chaired by Adam Harbinson.

People were shocked to hear that NI Water plan to sell reservoirs on the open market with many calling upon them to halt their sale plans forthwith, especially in relation to Portavo Reservoir, near Groomsport, which is scheduled for sale during 2011/12.

I echo these calls and urge NI Water to withdraw their sale plans. This would allow people and organisations to explore how the reservoirs can enjoy a brighter future in the hands of people who care rather than allowing them to be sold to the highest bidder on the open market.

I find it scandalous that NI Water are prepared to contemplate selling these reservoirs whilst many homes across Northern Ireland were recently without water. The water crisis must have a significant bearing on the mind of NI Water and convince the organisation that sell-offs are the last thing people need. Selling the reservoirs could also endanger a vast array of wildlife which lives in the Reservoirs whilst also reduce the opportunity for recreational activities such as Angling and Countryside walks.

I also used the meeting to update people on what he has found out about the sale plans including information obtained which indicates that a company is interested in buying Ballysallagh Reservoirs in order to establish a Hydro Electric Power Station.

Renewable Energy should be encouraged, but any plans for such a power plant in the Craigantlet Hills shouldn't be shrouded in secrecy and only uncovered as a result of my Freedom of Information request. Details concerning this proposal plus any other potential uses should be published to allow the public to give their views.

North Down and Ards Council's have also agreed to establish a working group to thwart plans to sell Portavo Reservoir near Groomsport. I will sit on this group along with Cllr Ian Henry and Cllr John Montgomery from North Down Borough Council. The battle to Save our Reservoirs continues apace.

Muir slams Craigantlet fly tipping

I condemn those responsible for dumping rubbish and rubble on North Down’s scenic Craigantlet Hills. I am also calling for people to report any information which may lead to identification of the culprits.

Builders rubble and other assorted rubbish has recently been dumped on the Ballymoney Road, Craigantlet by despicable individuals who have little regard to the environment nor respect for rule of law. I condemn this pollution outright.

I understand that Council officials are trying to identify the culprits but haven’t managed to seek out those responsible. I call upon anyone with any information concerning the fly tipping to report details to North Down Borough Council or the NI Environment Agency via 028 9056 9453 or environmentalcrime@doeni.gov.uk If the offenders are not caught the rate payer may have to pick up the bill associated with removal of this waste.

The Craigantlet Hills are North Down’s jewel in our crown. The hills should be a place for wildlife and tranquillity not rubbish. I hope the offenders are quickly identified and seriously punished.

Muir welcomes progress in banning Circuses involving animals

I welcome news that hopefully all schools across Northern Ireland will no longer welcome circuses involving animals. I have been leading change by working to close this loophole for the last few months.

I am glad that the loophole allowing circuses involving animals to easily establish circuses at sites across Northern Ireland has now hopefully been closed.

Evidence from the Alliance for Animal Rights details ‘Animals in circuses live a life of restriction, cages, chains and constant transportation.’

With circus animals sometimes forced to perform confusing, uncomfortable, repetitious and often-painful acts I am glad that my actions will make it more difficult for circuses involving animals to establish at many sites across Northern Ireland. It will also be a relief for people living near the old Bangor Academy School who had to endure the Circus Vegas on their doorstep during late July / early August 2010.

I will continue to campaign and lead change to see a Northern Ireland wide ban on circuses involving animals. Animal welfare must be higher up the political agenda.

After successfully lobbying the Education Minister and each Education and Library Board I was able to announce in November 2010 that the South Eastern Board have decided to ban circuses involving animals from any of their land.

The Western Board has also agreed to implement a similar ban and Belfast Board informs me that no applications have yet been received by circuses and, if so, would be carefully considered. No response was forthcoming from the Southern Board and the North Eastern Board was refusing to take action.

The Southern Education and Library Board have now responded detailing they ban use of their land by commercial purposes such as circuses involving animals.

After contacting the Minister for Education and requesting that she takes action and intervenes in relation to the North Eastern Board I am now informed by Caitríona Ruane that the North Eastern Board “will be strongly advising schools against the use of their premises for any commercial purposes in line with Board policy.”
